The president announced that the preliminary draft on the Social Security Reform will be presented in Parliament next week.

The President of the Republic, Luis Lacalle Pou, referred this Monday to several issues at a press conference after participating in the act commemorating the Swearing-in of the Constitution in 1830.

In the first place, the president referred to the Free Trade Agreement (FTA) with China, but clarified that “we must be clear about the stage we are in.”

“There is a joint feasibility study that has given a positive result. Uruguay has been trying to establish an agreement of this type for many governments and we are convinced that the Mercosur regulations protect us. There have already been some actions by other countries that have made decisions outside the consensus. The idea is also to move forward together with the trade bloc” the president pointed out according to Montecarlo.

Lacalle Pou also announced that the preliminary draft of the Social Security Reform will be presented next week to both the members of the coalition and the opposition.

In the case of the directors of the National Housing Agency (ANV) of the ruling party, after Parliament had to seriously and urgently vote on a bill to extend for 48 months the limitation period for mortgage debts of the Ministry of Housing and the Mortgage Bank, Lacalle Pou acknowledged “that a mistake was made.”

“You have to accept mistakes, because if you don’t do it, it’s the first way of not being able to correct them. The problem was a time issue, it should have been done before, but it was done in a timely manner. As they used to say when we were kids: pull the ears, it’s not red. Article 463 of the Urgent Consideration Law (LUC) modified the Civil Code, reducing the statute of limitations on mortgage debts from 20 to 10 years. The rule also set a term of two years for prescriptions in progress to begin to be consummated.

As the rule was approved in July 2020, that term would expire these days. If a parliamentary solution had not been found, the ANV could have faced a loss close to US$400 million for some 5,000 mortgages that are about to prescribe, according to the ANV authorities themselves. Montevideo Portal
