An amendment to Article 35 contained in Law 51 of the CSS, which deals with the appointment of the general director of the institution, was proposed to the Plenary Table for National Dialogue by the Social Security Fund (DNC).
Said modification promoted by the commissioners of the Popular Party and seconded by representatives of the Independent Banking before the DNC, establishes that the Director General of the CSS will be appointed for a period of 5 years, from a list of three candidates, which will arise from a contest called by the Board of Directors.
It also includes that this contest will be directed, administered and supervised by an AD-HOC commission, made up of the Council of Rectors of Universities in Panama.
“We have presented this proposal to amend Article 35 in order to give greater transparency to the choice of the general director of the Social Security Fund and this proposal in no way detracts from or diminishes the authority of the Board of Directors, on the contrary it seeks to strengthen the figure of the Board of Directors of the Social Security Fund, “said Professor Ismael Lezcano Lezcano, representing the Popular Party.
He added that the Board of Directors will retain the power to receive the list of candidates for general director of the CSS, examine it and send it to the Executive Branch so that the latter may give it the corresponding procedure.
