Directors of the Association of Industries and Companies of Haina and the southern region await approval of regulations and are working on a territorial reorganization plan

The Haina industrial zone is working to complete the conditions that make it the first Industrial District in the Dominican Republic.

He also supports an initiative to turn the Santo Domingo Beltway into an industrial corridor.

Directors of the Association of Industries and Companies of Haina and the Southern Region (AIEHAINA) recalled that in February 2022, authorities from the Ministry of Industry and Commerce and MSMEs (MICM) and Pro-Industria delivered the certification that makes Haina the headquarters of important national industries, in the first industrial district of the country.

By participating in the TODAY Economic Meeting, Napoleon Rodriguezpresident; Richard Sergio Aróstegui, Osvaldo González, Ebell De Castro, Dircia Paulino and Lisselot Acosta They said that the regulations of the Law 392-07 which creates Pro-Industria, which will be able to promote the creation of industrial parks and districts to group together the national medium and small industry based on the type of manufacturing activity.

They said they hope the review by a technical team will be completed in order to be approved by the Council of that public institution.

They are confident that these regulations will be approved this year, which will allow industries as a whole to enjoy certain benefits, including being unregulated customers of the electrical system, purchasing fuel at distributor prices, participating in solid waste collection and management tasks, and traffic regulations.

Regarding the reorganization plan, they stressed that they are in the phase of gathering information in order to initiate some initiatives.

They thanked the Government for paving the main access roads to the industrial area, which – they said – had been a demand for many years.

They indicated that 90% of the park’s streets have been repaired and that only the access roads to the Port of Haina and the one leading to the Dominican Petroleum Refinery are missing.

They highlighted the positive impact that this represents for the industrial zone of Haina, since this translates into a speeding up of traffic that raises the levels of security in case of emergency evacuation, taking into account that there are 40,000 formal employees within the entire polygon.

It also contributes to reducing the time and costs of road transport and other types of transportation, they pointed out. They said that achieving territorial reorganization is a job not only for the industries, but also for the entire community and the corresponding authorities, since illegal occupation and the slumification of its surroundings persist on the Sánchez highway.

Request to simplify ITBIS deduction

The tax reform should simplify the process for deducting the Tax on Transfers of Industrialized Goods and Services (ITBIS) from sales by local companies to free zones, says the Association of Industries and Companies of Haina and the Southern Region (AIEHAINA). It claims that the current process is tedious and does not encourage productive linkages.

He says that many industries have no way to offset the VAT when they sell to free zones.
He questions the long time that the General Directorate of Internal Revenue (DGII) and the Ministry of Finance take to issue approvals, which makes sales by local industry to free trade zones neither profitable nor viable.

They suggest a categorization of companies. AIEHAINA also believes that tax reform should be comprehensive and consensual.
