Santo Domingo. -President Luis Abinader headed this Tuesday the launch of the program «Zero Bureaucracy» with which it seeks to streamline bureaucratic procedures in state institutions, while making services more efficient.
As explained by the president, in its first phase, the program will digitally enable more than 305 procedures and transactional and interactive services from multiple public institutions.
These services are available to citizens, businesses and the population in general through the new Single Portal for Citizen Services: gob.do, transforming and strengthening public institutions and increasing their efficiency.
“1,228 information procedures are also made available through the Single State Portal, together with the single windows for health, business formalization, construction, investment, and with the commitment from the Zero Bureaucracy Program that in the next years, all State procedures are integrated”, highlighted the president.

As part of the achievements of the program «Zero Bureaucracy«, the response times of the intervened procedures are reduced by more than 40%, thanks to its simplification and automation, as well as the reduction of requirements.
This is due to the integration to the single interoperability platform, which facilitates the exchange of data and information between public institutions.
President Abinader also emphasized that this program has a positive impact on the transparency of the processes and will allow measuring their productivity.
Likewise, it motivated all public institutions to continue implementing the actions framed within the Zero Bureaucracy Program and those that are not yet part of it, to join this initiative.
Zero Trip Project
He also said that within the next few weeks the Zero Trip Project will be launched, which will function as a collection center for the northern region, located in Santiago, to later be extended to other important economic centers in the country, and which will allow and business services.
The same will be enabled for those procedures that are not yet incorporated into the Single Services Portal and that are only carried out in the capital in person.
Similarly, in the coming days, a regulation will be sent for public consultation to reduce to zero the time of the sanitary registration processes for products endorsed by the FDA of the United States, and the EMA of Europe.
Second stage
For the second phase, the integration of the single registry of regulatory improvement is contemplated, which will allow the population to know the regulations with which they must comply, participate in the processes of elaboration of new administrative regulations and public consultations. In addition, the platform will have a universal citizen authentication component which will allow users to be biometrically validated, adding a new layer of security in the provision of services and data protection.
