Workers' unions ask to discuss expansion of parallel payrolls in the State

Trade union organizations such as the Unitary Central of Workers (CUT), the Confederation of Workers of Colombia (CTC) and the General Confederation of Labor (CGT) asked the new Minister of Labor, Gloria Inés Ramírez, to convene the Concertation Table to discuss the expansion of the staff in public institutions.

The announcement was made by the president of the CUT, Francisco Maltes, after learning of the new decision of President Gustavo Petro, on his Twitter account, where he assured that, “hand given the order in the Council of Ministers to dismantle all parallel payrolls that exist in public entities and to eliminate all sumptuary expenses or superfluous”.

“In recent years, thousands of public employees have been fired arguing fiscal adjustment policies recommended by the Washington Consensus, additionally, the 1991 Constitution gave new obligations to public entities”, he indicated.

He added that in Colombia more than a million compatriots work in an ‘unlabored’ way in public entities fulfilling the permanent function of being planted”, he indicated.

“It is worrying that today there are nearly one million two hundred thousand workers in an ‘unemployable’ way, who perform permanent functions but are linked through termination orders. Provision of services in national and territorial public entities“, held.

“More than 10,000 contractors have been working at the Sena for more than 10, 20 or 30 years and most health workers are ‘unemployed’ by OPS and by working hours,” he said.

Maltes stressed that a payroll expansion policy is required to formalize these jobs within public entities.

“More than layoffs in the public sector, a policy of expanding the staff is needed, taking into account what is contemplated in Decree 2400 of the year 68 and the sentences of the Constitutional Court 614 of 2009 and 171 of 2012, to comply with Decree 1800 of the year 2019“, he pointed.
