Words: What went wrong and what is possible?

PUERTO PADRE, Cuba.- “Hold on to the brush, I’ll take the ladder,” says the old joke and, potentially, after the official announcement of temporary suspension, thousands of people in Venezuela, Nicaragua, Haiti and Cuba have been left “in the air” with the hope of traveling to the United States, through the much discussed and even litigated judicially by some North American States, program of “Humanitarian Parole”designed by the Biden administration, seeking to mitigate illegal migration from these countries convulsed by hunger, violence and dictatorships.

We are not going to repeat here what has already been said by official sources of the US Government, but the facts must be reported without euphemisms, Words It was put on hold because a few hundred “sponsors” brought in thousands of “sponsored” people, acting as coyotes, yes, as human traffickers, legally speaking, violating laws and rules, and not only for that immigration program but also those that constitute legal regulations in the United States, of mandatory compliance, and whose violation constitutes punishable crimes, some with deprivation of liberty.

It is useful today to ask: What went wrong? And honestly it must be said that first and foremost, the people The sheer overwhelming desire to emigrate in some cases, and the pressing need to flee a calamitous country in others, led many to offer money for “sponsorships,” abbreviated procedures, and any trick that was useful to emigrate as soon as possible, and thus a human trafficking market emerged that brought together sponsors-coyotes, onerous sponsors, and all kinds of errand boys and lawyers, ready to make money and even servitude contracts, without taking into account, as the United States Government officially warned, that parole is absolutely free, but as the saying goes, “the law says one thing and the trap says another.”

What went wrong?, we ask again, and it must be said that if people failed by making themselves vulnerable due to their desire to emigrate, falling into the hands of unscrupulous individuals, it is also necessary to say that the U.S. government was lax, ignoring the warnings made by lawyers, journalists and politicians, allowing any individual who could easily give the address of a warehouse, without the slightest relationship with the person sponsored, to become a sponsor, generating an illicit business and crimes of which much remains to be said due to their unpredictable consequences, all of which violate human rights, such as human trafficking in general regardless of sex.

In many cases it was not a child who sponsored his parents, nor parents who sponsored their children; no, it was not relatives in descending or ascending lines or collaterals who were the subjects and objects of sponsorships who derailed the program According to Parole, the perpetrators of perjury, false testimony, bribery and, in short, human trafficking were criminals.

Some will pay for these crimes, those whose crimes the authorities manage to identify and prove. But nothing will happen to the most skilled criminals, because from the stage of conceiving this “business”, skilled as they are in dealing with slow-witted officials, who provided them with the “company” itself rather than the way to operate it, they have already covered their tracks; it is not possible to follow their trail, as it is possible to see thousands of frustrated people who were left, who knows for how long and if not forever, along with the Parole stake, which, it is fair to say, was not badly conceived humanly but very badly implemented.

Parole should continue if it is humanitarian, not just by anyone but by the family as the sponsoring institution.

But since not all migrants have relatives with ability In the case of sponsorship, in an open market economy society such as the United States, the guarantee of duly authenticated guarantors, that is, legalized guarantors, could be allowed, that is to say, legalized by license, contracts, assignment of credits and assumption of debts and the well-known tax payments, being, as it is, a commercial and not a humanitarian operation, and this would be for those who do not have sponsoring relatives or who themselves want to start a new life, without being a burden on their loved ones.

This is just one of many sources at this crossroads; it is just an example of what is possible, but it would be a way to expand opportunities for legal, safe migration and, at the same time, to eliminate causes and conditions promoters of crimes, because, instead of criminals, they would be honest people who, acting as insurance companies and employers, could respond for those who can pay and at the same time demand rights for their trip and two-year stay in the United States, which, in the case of Cubans, after a year and a day they can apply for the Cuban Adjustment Act to request their resident status.

The current administration now has the floor and millions of people are waiting for that answer. Give it to them.
