With Medimás, there are 13 EPS settled over three years

Less than two months after the liquidation of Coomeva, another EPS was sealed by the National Superintendency of Health, Medimás joins the list, leaving 1.5 million affiliates waiting for another transfer process.

(Supersalud orders to liquidate the EPS Medimás).

The impact of this decision falls on health care in 232 municipalities in 14 departments of the country.

Supersalud’s determination is due to the fact that the Health Promotion Company did not heed orders to pay its obligations and to reduce “the growing rate of requests for complaints and claims” from its users, which during 2021 alone, were 57,653.
In addition to the 6,489 guardianships that alerted the difficulty of this EPS to comply with the provision of its services.

(Since 2019, 13 EPS have been liquidated: shadows on the future of health).

A PROCESS SINCE 2017

Supersalud stated that this EPS had been under surveillance for four and a half years. During this period it became the EPS with the greatest loss of users and the most fined.

Given this situation, the Ministry of Health will carry out the transfer, as of March 14, to the receiving EPS “that do not have any administrative measure.”

Within the liquidation process, the control entity found that Medimás incurred in seven causes. The main one was the non-compliance with the capitalization program which was agreed in July 2017, as part of the Institutional Reorganization Plan.

“At that time, the original owners of Medimás undertook to capitalize EPS at $1.2 billion; however, in these four and a half years there is only a record of the injection of cash resources for $20,941 million, that is, 1.7% of the initially agreed price”, explained the supervisory entity.

The EPS added $460,000 million to this process, through the figure of capitalization of credits, carried out by the buyers of the extinct Cafesalud.

On the other hand, Medimás also failed to comply with what was ordered by the Arbitration Court of the Bogotá Chamber of Commerce, which in May of last year ordered it to pay more than 640,000 million pesos for the litigation it held with the EPS Cafesalud. As of November 2021, Supersalud found that the insured Measuremore it had assets of $1.7 trillion, liabilities of $2.3 trillion. Namely, a negative equity of $580,458 million.

In addition, between January and November of last year, the company recorded losses of $16,854 million.

“Medimás does not meet the financial, solvency, or technical reserve indicators. It was shown that, for every 100 pesos of debt, the EPS only has three cents to support it”, added the control entity.

INFRINGEMENT OF AFFILIATES

Of the 92 cases of users with chronic diseases analyzed, who filed complaints about the poor service of the EPS, 35% of the population with cardiovascular pathologies, diabetes, HIV and cancer took an average of 27 days to deliver essential medicines. “Cases were found in which it took up to 41 days to supply antiretrovirals,” said Supersalud.

In this regard, the EPS, in a press release, indicated that while the process of transferring users to other companies is carried out, the provision of services will continue to be guaranteed. And he indicated that he complies with the measure imposed by the Superintendence of Health to liquidate the company and calls on the IPS to continue with the service.
