The mayoress of the Libertador de Caracas municipality, A/J Carmen Meléndez, together with the head of government of the capital city, Nahum Fernández, announced the winning floats and fantasies of the parade that took place in Paseo Los Próceres, as part of the activities prepared by the Bolivarian Government for the Happy and Safe Carnivals 2023.
