President José Jerí appointed Walter Eleodoro Martínez Laura as the new Minister of Justice and Human Rights (MINJUSDH). The lawyer will replace Juan Manuel Cavero Solano, who was part of the last ministerial cabinet of former president Dina Boluarte.
Martínez is a lawyer from the Pontifical Catholic University of Peru (PUCP) and has a master’s degree in Procedural Law from the same university. In addition, he is a graduate of the master’s degree in Civil and Commercial Law from the San Juan Bautista Private University.
He held various positions in the public sector. He worked as an advisor in the Civil and Constitutional and Social Law Chambers of the Supreme Court of Justice, in the Budget and General Account Commission of the Congress of the Republic, in the Cabinet of Advisors of the Presidency of the Judiciary and in the Senior Management of the Ministry of Justice and Human Rights. Before his appointment, he served as general director of Public Defense and Access to Justice of the MINJUSDH, a position in which he led various strategies to strengthen free legal attention to people in vulnerable situations.
In addition, he worked at the Ombudsman’s Office and the National Immigration Superintendency, where he was technical secretary of administrative disciplinary procedures and head of the Legal Advice Office. Likewise, he was head of the Program for the Promotion and Protection of Rights in Police Units of the Ombudsman’s Office.
In the field of teaching, he has been a professor at the Faculty of Law of the San Juan Bautista Private University and at the PUCP Continuing Education Center.
Martínez has been a member of the Advisory Commission on Constitutional Procedural Law of the Lima Bar Association and the Legislative Production Work Team of the Judiciary. In addition, he participated in the working groups in charge of reviewing and proposing improvements in the General Companies Law and the Constitutional Procedural Code.
Likewise, he represented the Ombudsman’s Office before the Constitutional Commission of Congress within the framework of the justice system reform process, and before the Council for the Reform of the Justice System as technical representative.
