In less than three months, the Executive changed the vice minister of Mines. On November 22, 2025, Carlos Talavera was appointed to the position and today the resolution was published through which his appointment was concluded.
To replace Talavera, Juan Samanez Bilbao was appointed to the position considered trustworthy. The official served as regional director of Energy and Mines and is a specialist in Environmental Chemical Engineering.
In 2015, the new vice minister was accused by residents of the Cahuide district, who claimed that they suffered a verbal attack by the official. Given this situation, they demanded that he be removed from office.
Later, in 2017, he was denounced for alleged abuse of authority by an extraction company. According to them, the official had paralyzed the plant without technical support. Samanez Bilbao’s response was that he did his job.
It should be noted that the resolutions of Talavera’s departure, as well as that of Samanez’s appointment, have the signature of President José Jerí and the Minister of Energy and Mines, Luis Enrique Bravo.
