On July 15, Ambassador Ken Salazar congratulated the Mexican government for the capture of the leader of the disappeared Guadalajara Cartel, Rafael Caro Quintero.

“Justice always comes. Congratulations to our Mexican partners for the capture of Rafael Caro Quintero who for years terrorized Mexican citizens and was implicated in the kidnapping, torture and murder of @DEAHQKiki Camarena agent. #SharedSecurity,” he said.

And he quoted: “To clarify, no United States personnel participated in the tactical operation that resulted in the arrest of Caro Quintero: the apprehension of Caro Quintero was carried out exclusively by the Mexican government.”

His statements contrasted with those of the head of the US drug enforcement agency, Anne Milgram, who confirmed the participation of the DEA in said capture.

“Our incredible DEA team in Mexico worked in conjunction with Mexican authorities to capture and arrest Rafael Caro Quintero, who is accused in the US of torturing and murdering DEA Special Agent “Kiki” Camarena,” he acknowledged.

Before Ambassador Ken Salazar became involved in these remarks, on July 5 New York Timesrevealed “certain distrust” of US officials towards the diplomat.
