Who is Javier Eduardo Franco Castillo, the new head of SUNAT?

The Executive Branch, through the Ministry of Economy and Finance (MEF)appointed Javier Eduardo Franco Castillo like new national superintendent of Sunatentity in charge of the country’s tax and customs administration.

The measure was made official this Tuesday, October 28, in the newspaper El Peruano.

The designation was formalized by Supreme Resolution 037-2025-EF, which bears the signature of President José Jerí and the Minister of Economy and Finance, Denisse Miralles.

According to the regulation, Franco Castillo will assume the leadership of the National Superintendence of Customs and Tax Administration (Sunat) for a period of five years, in accordance with the provisions of Law 29816, Law to Strengthen Sunat.

Simultaneously, another resolution was published that concludes the management of Edward Víctor Alberto Tovar Mendoza, who is thanked for the services provided during his period as head of the institution.

The new head of the National Superintendency of Customs and Tax Administration is a career official with more than 20 years of service in the entity. His career combines proven results in tax management, institutional leadership and a vision focused on the formalization and sustainable economic development of the country.

Until the beginning of October 2025, he served as Deputy National Superintendent of Internal Taxes, from where he led a 12.5% ​​increase in national collection compared to the previous year, one of the highest growth recorded in the last decade.

Throughout his career, he has held various positions of high responsibility, including Mayor of Internal Taxes in Cusco and Junín, and Zonal Head of Internal Taxes in Ucayali. His experience extends to key areas such as Supervision, Audit, Enforcement Collection and Operational Programming, which has allowed him to develop a comprehensive vision of the national tax system.

With solid training in the academic field, he is a Certified Public Accountant and has a degree in Business Administration, with a Master’s Degree in Tax Management and Policy, as well as diplomas in Taxation and Management Skills. His leadership style is distinguished by strategic thinking, decision making based on integrity and a transformative approach to human talent.

Among its main management axes are strengthening the capabilities of SUNAT staff, coordination with business associations, and promoting the formalization of micro and small businesses (Mypes), facilitating tax compliance through technical assistance and simplification of processes.

Likewise, it will promote a firm and coordinated strategy against illegal mining, smuggling, informality and the diversion of chemical inputs, in accordance with the objectives of economic security and productive development of the country.
