The Colombian Ministry of Foreign Affairs announced in October 2024 a measure that allows certain population groups to obtain the passport for free. This initiative seeks to facilitate access to travel documents for vulnerable sectors, promoting opportunities in education, employment and health.

According to the Foreign Ministry, Colombians who are in the country and belong to levels 1 and 2 of the sisbén (groups A and b) may access the exemption of the payment, this in accordance with article 8 of Law 1212 of 2008, which establishes the conditions to exonerate the payment of passports.
In addition, the measure also applies to:
- People who require specialized medical treatment abroad.
- People with disabilities and an accompanying family member.
- Adults over 62 years.
- Under 25 years of age who are going to advance studies outside the country.
- Children in adoptability, which have not yet been from ICBF.
- People who need to travel for a relative health reasons.
- Citizens with proven work contract abroad.
- Members of sports, cultural, artistic or scientific development delegations.
Requirements:
- Medical certificates with health conditions.
- ICBF adoption documents.
- Citizenship card for older adults.
- Study certificates for children under 25 years.
- Work contracts abroad.
- Sports certifications by the respective organ of the discipline (Mindort).
