This Monday, September 5, the Departmental Board of Montevideo held an extraordinary session and approved the Rendering of Accounts and the Balance of Budget Execution corresponding to the 2021 financial year of the Capital City Hall; and the budget modification project of the Montevideo Executive to take effect from January 1, 2023.
However, for the National Party, Accountability confirms that Carolina Cosse “is mismanaging the money of the people of Montevideo.”
“The Intendancy had projected that in 2021 it would have a surplus result, it collected more than it had thought and despite this, 351 million pesos were lost. What does this mean? That the Cosse administration, after collecting taxes and transfers from the central government, spends it all, it is not enough and it must go into debt, already accumulating a deficit of 3,700 million pesos,” the nationalist councilors expressed in a press release.
In addition, the works in the city are still pending. “Of every 100 pesos of own funds that the Intendancy had in 2021, it only allocated 10 pesos to make investments in the territory, being the lowest investment budget in the last 10 years and having to indebt the people of Montevideo to carry out works.”
The white seats affirm that the Rendering of Accounts shows that “Cosse manages the city spending on items that do not change people’s lives, while sparing money for what most interests Montevideans”, and in 2021 it was assigned ” lower budget than committed to key areas such as lighting and cleaning”.
According to the nationalist mayors, “the story of Mayor Cosse is contradicted by the numbers. The ABC Plan, the flagship of this administration, received only 3% of the total expenses of the Intendancy and 13% less than the assigned budget was executed.

“Cosse does not take care of taxpayers’ money and in 2021 he continued to make dozens of direct contracts without control. Since he took office, 151 people entered the administration directly, in most cases earning more than 100,000 pesos, ”denounced the National Party.
The nationalists also indicated that by the year 2023 it is planned to create “62 management positions that will incur a cost of 2 million dollars annually.”
In short, “Montevideo is indebted to maintain the expenses of a Municipality that thinks less and less about the people.”
