At a time when the entire legacy of peace and geopolitical humanism of Mikhail Gorbachev is collapsing thanks to the vandalism of a Putin who wants to revive that Cold War that that great statesman contributed to bringing down in the name of humanity, it is good that even the Venezuelans who today we are crushed by one of the “sons of Putin” called Maduro let’s remember and honor him.

By the way, Gorbachev was in Caracas invited to an event in the framework of the inauguration of Ciudad Banesco, I think it was in May 2004. The activity where Gorbachev was was called «Words for Venezuela«, and for such an appointment nothing more and nothing less than two Nobel Peace Prize winners were invited: Oscar Arias already this Mikhail Gorbachev that the world today mourns his physical disappearance while Putin burns his legacy with the bombs that fall on Ukraine.

On that day, Mikhail had a solemn speech, and then had a dialogue with the press. At that time, the Russian saluted the democratic legitimacy of Hugo Chávez as ruler and recognized that his election was the result of a majority determination of the people of Venezuela, and also expressed his respect for the sectors opposed to Chávez. It is obvious that an important part of the international community, and one or another of those leaders as illustrious as this one, still did not see where Chavismo was going to end.

Among his phrases of that day, I highlight this: “We must educate the elite of the country and the government in the sense of the culture of democracy.” This expression, coming from this leader, has undeniable depth, since he himself had to develop two processes of democratic transformation in that empire called the USSR, as were the Glasnost and the perestroika which meant the progressive creation, little by little, of realities unknown to the Soviets, such as transparency, opening minimal spaces of opinions different from what the almighty Soviet State dictated, and the gestation of some spaces of private economic activity, because remember that in the USSR private economic activity did not exist.

In such a way that if Gorbachev spoke to us Venezuelans years ago that it is fundamental to educate the elites of Venezuela at that time in “culture of democracy”, because precisely the creator of those steps in the cradle of totalitarianism gives us the key to get out of our drama.

What does culture of democracy or democratic culture also mean? Well, don’t run over free thought; tolerate those who think differently; that there is transparency in public management; engage in high-level politics without dirtying the adversary or degrading him; inform the citizenry, not manipulate it; promote an open, active and deliberative society; not to use the State as a sounding board for a political party or a political leader; that there be autonomy in the different entities of the State; that there is no judicialization of politics; a country where democratic culture prevails is one where there are no political prisoners; A country with a democratic culture does not close media outlets or monitor citizens digitally.

In Venezuela, that culture does not prevail in Miraflores, or in the PSUV, or in some elite sectors of the opposition, or in some business sectors, or in some unions, or in some political parties, or in some NGOs.
