The Minister of Transport, alexis warriorpromoted this Thursday before authorities and experts in road safety the application of a nationwide scoring system which consists of the deduction of points to punish offenders of traffic regulations on driver’s licenses and whose implementation will imply a key advance to achieve the unification of road policies throughout the country.

Virtually, Guerrera participated in the Federal Road Safety Council that was held in the San Luis town of Potrero de los Funes, in which They reviewed the consensus bases for scoring at the national level. This is how the system will work

The so-called national scoring – pending application since 2011 – will have 20 points for each male or female driver who has a national driver’s license.

When the 20 points assigned for accumulated infractions are lost for the first time, the driver will be disqualified from driving for 60 days.. when it happens for the second time, the period will increase to 120 days, and for the third time, 180 days. From that number, the system provides for the successive doubling of time, the Ministry of Transportation reported in a statement.

Meanwhile, for the point recovery, the motorists must take road safety courses while professional drivers can use this option on an annual basis. Once the disqualification periods have expired, the driver will again receive the balance of points.

Between the consensus reachedthe following stand out:

➤ Circular without mandatory technical review (RTO): 4

➤ Riding a motorcycle without a helmet: 5

➤ Driving without having put on the seat belt: 4

➤ Not respecting traffic lights: 5

➤ Driving under the influence of alcohol and/or drugs: 10

➤ Not respecting speed limits: from 5 to 10

➤ Driving while disabled or with license suspended: 20

➤ Participate and/or organize snacks: 20

“We fundamentally seek to break with an old tradition in our country where traffic violations are resolved with money. Scoring was an outstanding debt and comes to end that logic, by which it assigns each driver 20 points on their driver’s license , which he may lose in the case of committing different infractions. What we seek to convey from the ANSV is that driving is a responsibility and that if a driver does things wrong he can lose his license,” said Martínez Carignano.

Its executive director, Pablo Martínez Carignano, also announced the launch of the Federal Plan for Driver Education, on April 21 in the province of San Juan, and the opening of the first operational base of that organization in San Luis, a fact that he described as “a milestone because never before have we had such close collaboration with the province.”

Regarding the future application at a national level of the discount of points in the driver’s license -the so-called unified scoring-, Martínez Carignano pointed out: “We believe, and all the provinces also believe it, that driving, rather than a right, is a responsibility and that if someone does it endangering others, violating the rules, not coexisting peacefully in public space, they cannot solve it with money, there must be a State that says ‘for the moment you are not going to continue driving´”.

In relation to the future implementation of national scoring through a presidential decreethe official stressed that “it is something that was a fact required by law and on which 11 years have passed and no progress had ever been made.”

The first operational control and inspection base of the ANSV in the province will have coverage area at different points of national routes 7 and 55 and the agents of the agency will mainly carry out tasks of vehicle organization and markings, preventive patrols, documentation controls, blood alcohol and speed, road awareness and assistance in accidents or eventualities on routes.

The base in San Luis is the fourth that the ANSV inaugurates in the year -previously in Tunuyán and Santa Rosa (mendoza) and on the Ricchieri highway (Buenos Aires) and since the beginning of the administration in December 2019, the number of dependencies of the agency has doubled since its creation in 2008. Soon, new operational bases will be inaugurated in San Pedro (Buenos Aires), Villa La Angostura (Neuquén) and Laboulaye and Río Cuarto (Cordoba).

Finally, the official highlighted that in 2021 “68 people died in San Luis, compared to 117 in 2019, there was a sharp decrease” and clarified that of “every 10 deaths, 8 are men, 2 are women and that the vulnerable user in the first place They are motorcyclists with 45 percent of those killed.
