Renowned international expert Diego Valero He considered that in order to improve workers’ pensions in the Dominican Republic, it is necessary to fight against avoidance and evasion of social security, the gradual increase of the contribution rate, and the establishment of a system of solidarity pensions, especially for those who do not have the capacity to contribute.

The Spanish specialist said that the first and most important thing is to guarantee a pension for every Dominican man and woman. “That is the basic thing, today that is not guaranteed and it is one of the great challenges to achieve, because it is a question of social justice for all citizens of the Dominican Republic,” he pointed out.

He also considered that informal workers should be integrated into social security so that they contribute to the system and have a pension guarantee. However, he said that there are people in this situation who earn very little and have no ability to save, so he would apply solidarity pensions for this segment of the population.

Among the main advances of the pension system currently in force in the country, Valero highlighted the significant increase in the number of Dominican workers who have access to a pension upon retirement, which did not exist under the previous pay-as-you-go system, as well as the contributions of pension savings to the economic growth of the nation, which has driven an increase in the Gross Domestic Product of the Dominican Republic of around 20%.

Diego Valero spoke after giving a keynote lecture on pension systems during the Second Biennial Congress organized by the Ombudsmanwith the main objective of learning about proposals to improve the health and social security sectors.
