The heavy rains on September 27 in the east zone of the CDMX and Edomex put the authorities in check.
In the capital, the most affected mayorships were Iztapalapa (Army of the East Peñón area, Vicente Guerrero, the town of Santa María Aztahuacán, urban development Quetzalcoatl, La Hive) and Tláhuac (San José neighborhood, La Conchita, La Nopalera, among others), where 3,521 homes were affected by historical rainfall.
In the State of Mexico were the municipalities of Nezahualcóyotl (Las Águilas, Metropolitana, Villada and Extension Vicente Villada) and La Paz (Los Reyes, Expansion Los Reyes, housing complex of the Kings and Tepozanes)
This area, including the metro line A section (Santa Martha-Los Reyes), is beaten every year by the rainy season, despite the work of desazolve and maintenance of drainage.
For this reason, President Claudia Sheinbaum Pardo said that a great project is contemplated through the National Water Commission (Conagua) to avoid future floods such as the one that happened on the afternoon of Saturday night September 27.
He affirmed that the strategy on the necessary works will be presented in mid-October, but one of them will be in “The Bridge of Concordia, which is Iztapalapa with the Kings-La Paz, where is the Metro line A, which has many effects.”
He briefly acknowledged that there are normally affectations, but in this case, this year, due to the intensity of the rains they had more effects; “And we are going to do integral works, which we are at the time of study; some have already been, but others not.”
On the other point he indicated that it will be on the limit of Nezahualcóyotl with Iztapalapa, which is where the hive is in the case of Iztapalapa.
He explained that some works are particular to each municipality and the others are metropolitan.
The great project to avoid flooding in the eastern part of the CDMX and Edomex
Efraín Morales López, general director of the Conagua, explained that the effects were due to the amount of rain combined with garbage and the deterioration of the collector found in Vicente Villada Avenue.
The colonies that are at the sides of this collector, the streets relieve in this collector.
“When we attended the emergency, we realized that at many of the points of this collector, which should reach Xochiaca, the water was not arriving; from an amount of 7 cubic meters that is able to evict only 2.
“Then, we gave ourselves the task of verifying what was happening and we found the following:
“In this collector they have counterweights, that is, the water no longer goes to the DREN of Xochiaca, but in many places it returns to the colonies and then it has no possibility of getting evicted the water for another place; this because in some places the sinkings have already generated that the water returns and in others we surely have obstructions or collapses.”
Given this explanation, but without detailing what the great project will consist, the official showed the actions to be carried out in the area, as well as in what points they will give priority.
“We are already working to know exactly the state that keeps the collector with a study called ‘the profile’, and it is part of the solution we are going to look for thinking throughout the metropolitan area.”
As you can see here in the images, not only the study of this collector is being done; We are doing the study of all other collectors that go to Xochiaca, and we are also doing the same work in the municipality of La Paz and in the municipality of Iztapalapa. We are doing it jointly with the governor and the head of government.
Actions in Iztapalapa
The Chief of Government Clara Brugada added in this regard that it is collaborated in a coordinated manner to design the care strategy and this is not repeated, so she advanced that there will be very important works of a metropolitan nature in two places:
“One is the concord to peace, which arrives a lot of water from the hills, and we have there a metropolitan situation that affects the subway, especially the population, in Los Reyes La Paz.”
The other area is “La Colmena, of the hermitage-Zaragoza, and there is the limit with Nezahualcóyotl, and there we have another area where we need to reinforce, not only with pipes, but also with alternatives, as regulatory vessels.”
