What is President López Obrador’s “Plan C”?

“There is a Plan C, so they should not think that everything is over. Let us not vote for the conservative bloc so that the transformation continues, not one vote for the conservatives, yes to the transformation. That is Plan C, we already applied it in 18, it was the people who said: ‘enough’, and the transformation began, ending corruption, which is the main problem of the country,” he revealed.

What is AMLO’s “Plan C”?

On May 9, during his morning press conference, the president explained that his “Plan C” consisted of Mexicans voting for the “whole car” for Morena on June 2, that is, not only voting for Morena’s presidential candidate, but also for its deputies and senators.

In this way, the president’s plan stated that in order to approve his package of 20 reform initiatives proposed in February 2024, including judicial and electoral reform, Morena would have to obtain a majority in the Congress of the Union.

To modify changes to secondary laws, an absolute majority consisting of half plus one of the deputies or senators is sufficient; however, when it comes to constitutional changes, a two-thirds vote is required.

“First, there must be a qualified majority in Congress so that constitutional reforms can be made, because a simple majority does not allow for constitutional reforms. Currently, those who are in favor of the transformation of the country have a majority in the Chamber of Deputies and the Senate, but they do not have a qualified majority, because a qualified majority implies not 50% plus one, but two-thirds of the votes and the Constitution can only be reformed when there is that qualified majority. Of 500 deputies, 300 are majority and 200 are plurinominal. In order to reform the Constitution, 334 are needed; we must go for 334 in the next election to be able to carry out constitutional reforms, that is Plan C,” he explained on that date.

Before the elections, the composition of Congress, while favoring Morena and its allies, did not allow them to make constitutional changes.

In the Chamber of Deputies, this bloc had 55% of the seats, while in the Senate it had 59%.

The lack of a qualified majority thus led to President López Obrador’s defeats in Congress, as happened with his constitutional reform to reform the electrical framework and the electoral reform.
