With an investment of around one billion pesos, the National Institute of Drinking Water and Sewage (inapa) made its third draw of 49 lots of plays in which 3,062 professionals participated.
Dozens of people enthusiastically participated from 9:00 in the morning until late in the afternoon. The winning pins were drawn from a transparent raffle that was projected on a giant screen for greater transparency.
Wellington Arnauddirector of the entity, was present during a large part of the draw and told Free Journal that in the two years he has been at the helm of inapa Two billion pesos have already been drawn in plays in great demand by the communities.
“The important thing is to highlight that this modality is the most democratic, participatory, transparent in which only the engineers must be up to date in the Codia and in the DGIII and be suppliers of the State, only requirements, they do not have to have experience or large accounts banks, this is a participatory issue”, explained Arnaud.
He indicated that it is not a risk to award a work to people who do not have experience and recalled that these are projects that are not complex such as lines, networks that do not have modernization such as a treatment plant.
He recalled that in the governments of the last 16 years, only one thousand four hundred million pesos were raffled, an average of 80 million pesos per year, while this administration has a rate of one thousand million per year.
“All these plays are part of the commitment assumed by the government of President Luis Abinader to guarantee the supply of drinking water and health to all the communities of the country”, he indicated.
The President of Codia, Cristian Rojas, had requested that architects and engineers participate in the draw as established by Law 6200 in its article 15, but Arnaud considers that the participation of other professionals from that union must be expanded. The general secretary of Codia participated in the draw, without authorization from the entity.
