The Public ministry established that against the deceased David of the Saints acts of torture and barbarism while he was in the police detachment of the Naco extension, in the National District.
In the request for a coercive measure, the prosecution body stated that the three civilians and four policemen involved in the death of David of the Saintss “associated” to kill himsince they dealt him multiple contusive blows to the skull and to different parts of the body.
He argued that the death was caused with the help of the accused members of the National Police for having “illegally imprisoned him, handcuffed and by omission of his duty as guarantor”, failing in his obligation and “materialized a conduct of co-perpetrators against the acts of torture and barbarity committed against the victim David de los Santos Correa“.
Due to the fact, preventive detention is being requested against the police officers, Captain Domingo Alberto Rodríguez Rodríguez, Second Lieutenant Germán García de la Cruz, Corporal Alfonso Decena Hernández and Private San Manuel González García (or Sari Manuel González García).
Also for the civilians Santiago Mateo Victoriano, Michael Pérez Ramos and Jean Carlos Martínez Peña, who were being held in the jail cell of the police station.
How did the events happen?
According to him Public ministry, David of the Saints exhibited a supposed threatening attitude against an employee of one of the Ágora Mall stores, for which he was detained by the security of the shopping plaza. The security of the square alerted the policemen who appeared at the scene minutes later.
He pointed out that the police agents entered De los Santos handcuffed into the cell of the detachment. David of the Saints then “he shouted a few words in a high-sounding voice, making a huge racket,” which annoyed the defendants Santiago Mateo Victoriano, Michael Pérez Ramos, and Jean Carlos Martínez Peña, who “began to beat him.”

Germán García de la Cruz, PN, Raso San Manuel González García, PN and/or Raso Sari Manuel González García, PN and Corporal Alfonso Decena Hernández, PN, always had control of the situation, knowledge, but above all they actively participated to provide the active conditions for the materialization of the imputed criminal type, for which the co-authorship of the action is configured”, said the Public ministry.
Due to the spray of pepper spray, the defendants Santiago Mateo Victoriano, Michael Pérez Ramos and Jean Carlos Martínez Peña “became even more upset” with David of the Saintsgiving him a new beating, hitting and kicking him all over his body, without the slightest chance of being able to defend himself, since he was handcuffed with his arms behind his back.
“When they got tired of beating him with their fists, they took some tennis shoes owned by the detainee Wistel Pieer and continued to beat him throughout the night, until he was left lying on the floor unconscious, this being allowed by the members of the police. National Police”, he added.
The Public ministry pointed out that this “evidence” acts of torture and barbarism shamefully committed in co-authorship of the members of the National Police accused and at the headquarters of the National Policea place where “every citizen should feel safe and protected, never tortured”.
