He Executive power He gave the final lunge to the successful special legacy project (PEL). This Thursday, through Supreme Decree No. 020-2025-PCM, the President of the President Dina Boluarte declared the extinction of the sports program.
This project was created in 2015 to carry out infrastructure works so that the XVIII 2019 Pan American Games can be developed.
“In order to program and execute the necessary actions, mainly public investment projects in sports infrastructure, within the framework of the master plan of the aforementioned event and the commitments assumed by the organizing committee of the aforementioned games,” he says of the decree of his creation.
Despite the great advances that this initiative meant for Peruvian sport thanks to its independence and armor against political interests, the Executive Power decided to suppress and integrate it into the Peruvian Institute of Sports (IPD).
The justifications
The document that extinguishes the special legacy project has as its main excuse the supposed “duplicity of services, objectives and purpose between the Peruvian Institute of Sports and the Project”. This was determined using a methodology provided in Resolution No. 013-2021-PCM-SGP, approved by the PCM Ministry of Public Management during the government of former President Pedro Castillo.
In that sense, the Executive argues that given the alleged duplicity between the IPD and the PEL “it corresponds to the application of an action or mechanism of state reform.”
Another argument poured by the Executive indicates that “special projects are only created to address temporary activities. Once their objectives have been met, if necessary, they are integrated into line organs of a national entity.”
“That, in that sense, it is necessary to approve the extinction of the special legacy project,” says the Supreme Decree.
The special legacy project will be transferred to the IPD, together with the budgetary resources, goods, documentary collection, including assets and liabilities, within 30 calendar days from the entry into force of the decree.
The document also establishes that In the five business days a transfer commission will be created that will be composed of a representative of the PCM, two of the IPD, one from the Ministry of Education and two of the special legacy project.
“The Presidency of the Transfer Commission is exercised by one of the representatives of the Peruvian Sports Institute,” the text establishes.
