The project of the alderman of the Broad Front, Mario Sosa, that the sessions of the Council of Regents of the National District broadcast live is not rejected by his colleagues, however they allege that it must be studied and submitted to the “due process”.
The president of the Council, Elías Reynoso, said that they have nothing to hide, so he discards the mayor’s assertions that his project has not been approved because he does not want transparency or what happens in the sessions.
The mayor Mario Sosa posted a video on Instagram in which he urges to know his project so that the transmissions of the sessions are made live under the allegation that citizens have the right to follow up on the sessions, know what is approved or rejected through electronic media so that there is more transparency and knowledge on the part of the people of the capital.
He maintained that they have nothing to hide and that in the year he has been in office he has carried out a totally open and transparent agenda. He explained that the sessions are open to the public, each one is recorded on video and the results to see the votes and the minutes are available by the secretary.
Reynoso maintained that the cart should never be put before the horse and emphasized that they have currently been working on the modification of the regulation for seven months. Council of Regentswhich dates back to 1963, to adapt it to the new times and that must be prior to the project of his colleague Sosa.
“We first have to define what we are going to do as a Council to then talk about live broadcasting, another thing we have to see to approve a live broadcast is the legality that the sessions may have, because if it is stated that the sessions are legal when is broadcast live and there is a technical failure, will the session be valid because it could not be broadcast live?
He indicated that there are many issues that need to be explored in order to do things well, so what is sought is to do things correctly and said that Mayor Mario Sosa knows that the Modern Revolutionary Party has never used its majority to reject or approve any draft.
For his part, the spokesman for the block of aldermen of the Dominican Liberation Party, Francisco Regalado, said that Law 176-07 of the National District and the Municipalities establish the functions of the alderman, which are normal, control and supervise and that, although he has the right to submit initiatives, it does not mean that all the others must agree.
“If every time a councilor submits a proposal, it has to be approved, in a mandatory way, we would say…it has to go through the majority. That project that he submitted (Mario Sosa) must wait for the commission that studies it to render a favorable or unfavorable report, I am not opposed, there is nothing to hide here, “said the opposition alderman.
Councilor Nerys Martínez, of the People’s Forcesaid that it was the first to propose the live transmission of the sessions through the approval of an ordinance, however, it understands that it must be part of a comprehensive modernization process of the room that includes automatic voting and other things to be taken into account for next year’s budget.
For his part, the councilor PRM Fernando Acosta, said that although he respects councilor Sosa, he understands that there is nothing to hide in the Council of Regents and praised the way in which the President of the Council, Elías Reynoso, has managed the organization during this year.
