Sheinbaum’s electoral reform
Sheinbaum proposed, as his predecessor did, an electoral reform to reduce the cost of elections, so the first commitment was to go for a constitutional reform of the electoral system, as he said to strengthen “participatory democracy, the revocation of mandate, the decision of the people through consultations.”
According to its statements 10 and 11, it will also propose removing re-election from the Constitution “and that, starting in 2030, no elected position can be re-elected,” in addition to prohibiting the succession of a direct family member in elected positions.
Education
Sheinbaum established in his promise 22 “the Usicamm will finally disappear” (Unit of the System for the Career of Teachers), which today would imply changes to the General Law of the System for the Career of Teachers.
He also offered that for teachers there will be “a new system of hiring, promotion and permanence that guarantees labor rights and the right to education.”
Although the legislation today does not set the number of class hours, the General Law of Education in Mexico indicates a minimum of 185 days and a maximum of 200 effective class days per school year} and in its commitment 29 it offered an extended schedule in primary school. “to teach physical and artistic education.”
Another promise that will imply legal changes is number 32, to disappear the Metropolitan Commission of Public Institutions of Higher Secondary Education (Comipems), with which there will no longer be a high school admission exam in Mexico City and the metropolitan area.
In that section he also promised to “make the universities that we created in the City, Rosario Castellanos and the University of Health, national,” and will require the approval of the deputies for more resources to increase “by at least 300,000 spaces in universities.”
Administrative changes
Another set of proposals will make reforms necessary to modify public administration: commitment 34 was to create a cybersecurity and artificial intelligence center and in commitment 42 to create “Pharmacies for Wellbeing” that will be located next to the Wellbeing Banks.
He proposed to reform that same institution, according to proposal 23, so that the “Financiera para el Bienestar” operates so that it can operate the reception and collection of remittances without charging commissions and granting word credits.
The Secretariat of Public Function will modify it to convert it into the Anti-Corruption and Good Government Secretariat, according to point 12.
And Segalmex will merge with Diconsa, which in turn will become Alimentación para el Bienestar.
Labor reform
In the area of Labor, Sheinbaum proposed from point 56 to 65 changes to benefit workers, among them “the 40-hour week”, but also increases in the minimum wage, gradually until reaching 2.5 basic baskets and the constitutional reform “to improve pensions.”
“This month we will send the law to guarantee mandatory Social Security for telephone application workers,” he announced in his offer 59.
He even also offered reforms to provide social security to agricultural laborers and said in promise 48 that those who do not have social security will be able to access popular housing and that “young people will be able to rent housing and after a while be able to acquire housing.” , which will mean reforming the laws.
In its proposal 68, Sheinbaum advanced rules so that the vehicles sold in Mexico are efficient and do not consume as much gasoline and diesel and promote electromobility.
Meanwhile, in place 97 he offered a program that must have legal support: order concessions and the transfer of water rights.
