He Department of Homeland Security (DHS for its acronym in English) and the Department of State of the United States (USA) published a series of regulations that will be in force as of May 11 in immigration matters, despite the “deficient” and “anachronistic” current system that Congress has allowed it for two decades, according to the Secretary of Security, Alejandro Mayorkas, this Wednesday, May 10.
Mayorkas explained that the so-called Title 42 will be lifted on Thursday, May 11, with the previous Title 8 immediately coming into force, since the covid-19 pandemic is no longer officially an emergency, as the WHO said in recent days. This will allow for the expedited removal of all those who enter the US illegally.
Despite the entry into force of the well-known Title 8, there are some modifications that the authorities announced this Wednesday.
Some 100 regional processing centers are planned to be opened to channel asylum claims through legal channels, which will be in “key locations” in the region. Progress had already been made on this with Colombia and Guatemala as pilot countries for it.
Staff assigned to these new instances will “screen” individuals to determine their eligibility for US refugee resettlement or other legal pathways to the United States, Canada, and Spain.
There will be a deployment of additional troops to support the Border Patrol, where 550 military elements will initially be deployed in El Paso, Texas, on Thursday the 11th. This contingent will add to the 2,500 National Guard troops that are already there and will provide administrative support at customs facilities.

Additional resources will also increase to anticipate the increase in “encounters”, which according to Alejandro Mayorkas is the moment in which the illegal migrant and the border official run into each other and that he even said that they were already moderately prepared for this situation and that in some places on the border they were beginning to be registered, since they expect this phenomenon to occur in “the coming days and weeks.”
“They are further expanding detention capacity, increasing deportation flights, and moving agents and officers to high-priority regions along the southwest border. This week, CBP opened two new holding facilities, and the Department of Health and Human Services (HHS) is increasing its bed capacity to prepare for a possible increase in unaccompanied children,” the report said.
They are going to expand the access capacity to the CBP One App (Customs and Border Protection Office) so that people can process their application. In addition, work will be done to “dissuade” migrants in the company of Panama and Colombia.
Other measures are:
- Double the number of refugees that will be accepted from the Western Hemisphere
- Expand and create new family reunification programs
- Accepting up to 30,000 people per month from Venezuela, Nicaragua, Cuba and Haiti as part of expanded parole processes announced earlier this year.
- Consequences imposed on migrants who do not use legal pathways, including a five-year re-entry ban and presumption of ineligibility under a new regulation
- Subject people to expedited removal, with consequences for those ordered removed, including a five-year re-entry ban.
In diplomatic matters, the US will work to secure repatriation agreements in the Western Hemisphere, “including diplomatic efforts with Mexico to expeditiously expel people who cannot be returned to their countries of origin,” as well as work jointly with Mexican authorities. to hit the human traffickers.
