Werner Isaac Vargas Torres, the newly elected Secretary General of the Central American Integration System (SICA), sent his first institutional message to the member countries of the organization.
In the best style of the vice president of Nicaragua, Rosario Murillo, Ortega’s envoy expressed that “our region beats in the heart of the Americas, is rich in history and resources, but, above all, valuable for the warmth and solidarity of all their people”.

Using the words of the spokesperson for the Sandinista regime, Vargas emphasized that they work “together with development partners and SICA observers to strengthen our relations of friendship and cooperation for the benefit of our populations.”
The secretary general promised that he will promote the reconstruction of dialogue spaces “that identify coincidences in regional priorities, prevailing fraternal treatment and respect for the self-determination and sovereignty of our nations.”
As is the custom of Murillo, who in all his interventions almost always disrupts the verses of the Nicaraguan poet Rubén Darío, Werner Vargas ended by citing the poem “Unión Centroamericana” citing some of its stanzas focused on dialogue and the closeness of peoples.
«Union so that the storms cease; for the time of truths to come; so that in peace the victors place their shining swords on the flowers; so that we can all be frank friends, and that the blond wheats flourish their golds; then, from the high spirits in pursuit, the will of God will be like a rainbow».

On August 11, Ortega’s “file” was officially elected to office, after the member countries rejected three of his proposals in the first instance. For the fourth year he will be in charge of the SICA Secretariat.
The States argued that the processes should be carried out as soon as possible to avoid further delaying the disbursements that are stalled because the agency has been headless since July 2021, and the execution of those resources for the region depend on the signing of the Secretary General of SICA.
After knowing the election of Vargas, politicians from the Blue and White National Unity (Unab), Civic Alliance for Justice and Democracy (ACJD) and the former Nicaraguan ambassador to the Organization of American States Arturo McFields consider that the election of Werner Vargas as secretary general of the Central American Integration System (SICA) is a threat to the security of the region because he does not represent the interests of the peoples, in particular, democracy, peace, justice, freedom and human rights.
For his part, the new secretary general affirmed —as the deputy dictator of Nicaragua does— that they will only work “with love on the things that unite us.”
