Wellington Arnaud highlights the quality of spending in Luis Abinader's Government

Wellington Arnaud, executive director of the National Institute of Drinking Water and Sewage (INAPA), explained this Thursday that President Luis Abinader, since he assumed the presidency of the Republic, has given clear signs of efficiency in public spending after ordering the elimination of institutions that duplicated functions, such as the Office of Supervising Engineers of State Works (OISOE), the Promotion Fund for Community Initiatives (Procomunidad), the Office of the First Lady, the Central Anti-Narcotics Directorate (Dican), as well as the merger of the State Sugar Council (CEA) and National Assets, among others.

He said that this demonstration of efficiency continues with the merger of the ministries of Education and Higher Education, Sciences and Technology.

Likewise, he highlighted transparency in the formulation and execution of the General State Budget, after indicating that the International Budget Partner (IBP) showed that the Dominican Republic ranks first on the American continent in citizen participation in budget formulation. and the fourth in the world.

In addition, second place in the hemisphere in terms of transparency.

He also recalled that, in 2019, as a legislator (a decade), he requested that the origin of RD$66,000,000,000 be established, equivalent to more than a billion dollars, which were placed in the budget law of that year as accounts payable. (placing them in the budget validates that there is a debt, but that debt was unsupported); “which was a past practice that is not applied now, that was eliminated, because anyone who incurs a debt in any institution, at this time, would have to pay it with their own assets.”

Arnaud specified that, having said all this, it is evident that in this administration every penny of the Dominican people is being invested efficiently.

The official asserted that the social demand for the works requested by the population requires more resources and, therefore, the fiscal modernization law comes to comply and obtain the necessary resources to continue impacting the improvement of the quality of life of the people.

Arnaud affirmed that the fiscal modernization, which should have come into force on January 1, 2015 but was delayed for nine years, is a necessary step to promote the development of the Dominican Republic with the objective of doubling the gross domestic product (GDP). for the year 2036.

The executive director of INAPA maintained that, by 2025, almost RD$10,000,000,000 will be reduced in the transfer for current expenses of non-financial public institutions.

He valued the importance of this reform, since it will allow the completion of important projects for the population, such as the sanitation of the Gurabo stream in Santiago, which is a work with the greatest environmental impact carried out by the Dominican Government.

As part of this initiative, in coordination with the Ministry of Housing and Buildings (Mived), one thousand apartment units have been delivered to people who lived in conditions of extreme poverty.

Likewise, the Villa Altagracia aqueduct will be completed and the pipes are already being installed in Haina, San Cristóbal, while work is being done to improve the water service in San Francisco and San Pedro de Macorís.
