New testimonies published by the Punto Final program would implicate the head of state’s brother, Nicanor Boluarte, in the Waykis en la Sombra case.
In this case, the presidential brother is investigated because, according to the Prosecutor’s Office, he would have operated together with other members to influence key appointments of prefects and sub-prefects in various regions of the country, and facilitate the registration of the political party Ciudadanos por el Perú.
One of these statements that would involve the presidential brother belongs to a protected witness, in which he points out how Boluarte would have helped the presidential brother through Noriel Chingay, brother of Jorge Chingay, who would be the recipient of a quota payment to occupy a position. of subprefect.
This is what the protected witness said about Boluarte: “I called Martín Silvio Carbajal Zegarra by WhatsApp, agreeing to meetings in Lima, that is why, between the end of July or the beginning of August 2023, approximately, I traveled to the city of Lima in the Northern Tourism agency, immediately meeting Martín Silvio Carbajal Zegarra in a restaurant on Abancay Avenue, in Cercado de Lima, near the Prosecutor’s Office. “He said that he supported recruiting sub-prefects from the South, and not in the Cajamarca region where the brothers Jorge and Noriel Chingay Salazar were, but that he could put me in direct contact with Nicanor Boluarte Zegarra because he was above Noriel Chingay Salazar” .
“The next day,” adds the protected witness, “first I met Martín Silvio Carbajal Zegarra, on block 23 or 25 of San Borja (in front of a bakery), and then he called Nicanor Boluarte Zegarra, and 20 minutes later he arrived. “And in that meeting I told Nicanor Boluarte to support me to occupy a position of sub-prefect in the Cajamarca region, to which he responded to me to apply and that he was going to contact Noriel Chingay Salazar to promote that issue, and to support the Citizens for Peru party (a party linked to Boluarte) by filling out membership forms,” concludes his statement to the Prosecutor’s Office.
For his part, Boluarte’s lawyer, Luis Vivanco, denies that his client participated in the appointment of prefects and sub-prefects.
“I have said it from day one, my sponsorship has nothing to do with the appointment of prefects and sub-prefects. Each appointment has a specific procedure. In the case of prefects, that is understood, it seems to me that it involves the vice minister of Internal Order of the Interior, even to the President of the Republic. And in the case of sub-prefects, that has to do with the prefects and the director of the Interior Government of the Ministry of the Interior. And all the procedures are standardized. has nothing to do with appointments of those authorities,” said Vivanco.
PAYMENT OF MONEY
Another collaborator assured that he did give money to Jorge Chingay’s brother—Noriel Chingay—to occupy the position of subprefect. Below is what he confessed.
“Myself and our mutual friend entered Noriel Chingay Salazar’s office, and the then prefect told me to close the door. In that context, I told him that I wanted to be provincial subprefect of San Miguel, at that time asking the mutual friend if is that I was in a position to make the payment, because it was S/. 5,000 thousand soles to be provincial subprefect, and S/. 3,000 for subprefect. district. To which I responded that I was in condition, and that I would give him in two parts: S/. 2,500 before being appointed, and the other S/. 2,500 after being named. money was going to be coordinated with Gilmer Flores Fernández or he would deliver it personally to his office.”
