Olórtiga was one of the agents recognized as Heroes of Democracy through Law No. 30655, approved in the Congress of the Republic in 2017 and promulgated by the then President of the Republic, Pedro Pablo Kuczynski, on September 6 of that year.

The GEIN, a special group of the Directorate against Terrorism (Dircote), was created on March 5, 1990. Its members participated in various counterterrorism operations, including the one on September 12, 1992 that resulted in the capture of the leader of Shining Path, Abimael Guzmán, who died on September 11, 2021 while imprisoned at the Callao Naval Base.

José Luis Gil, also a former member of the GEIN, told Peru21 that Olórtiga entered officer school in 1983 and graduated four years later. “He was one of the first in his promotion. He has been a very correct officer. His integrity stood out; he was an upright and incorruptible person, which is why his nickname was ‘The Hard One,'” he said.

Furthermore, he assured that Olórtiga participated “in the 17 operations to destroy the Shining Path”and that I perform surveillance and monitoring positions. After his work at GEIN, he worked in analysis and operations management. Gil comments that he had a quiet personality, but was “very good at his job” and a personal friend of his.

“He is a hero of democracy named by Congress and, as such, he must be honored tomorrow at his funeral, in the National Police cemetery,” he concluded.
