After several weeks of discussion between the coordinators and speakers of the National Development Plan 2022-2026, the paper for the first debate arrived this Tuesday before the economic commissions of the Congress of the republic, where he began his discussion and also his subsequent vote.

In these weeks, the project received close to 3,000 proposals in Congress, and the articles reached the third and fourth committees of the Senate and House with 358 points. Compared to the original project, the elimination of 22 articles was proposed, while 58 new articles were added.
Among the articles eliminated is article 20, that suggested that the ICA would go to the Ministry of the Environment, article 31 was also eliminated, which contained provisions regarding the organization of cadastral management, but this was also contained in another point of the articles.
After a couple of hours of discussion in the morning, and the denial of a file proposal filed by the Democratic Centervoting on the project began around noon, and progressed in blocks.

In the document, which was released this holiday Monday, March 20, 2023, 40 congressmen from the economic commissions in charge of studying the project worked, as well as the director of the National Planning Department (DNP), Jorge Ivan Gonzalez; the Minister of Finance, Antonio Ocampo, and the other ministers of the portfolios that make up the Government.
The project was named by the Petro government as ‘Colombia, world power of life’. According to the Executive, the investment sought for the next four years with the proposal is 1,154 billion pesos.

For its construction, 51 Binding Regional Dialogues were held. 250,000 people from all over the country participated in them and delivered more than 89,000 proposals.
