The former governor of Junín and leader of Perú Libre, Vladimir Cerrón Rojashas reappeared after the turbulent Peruvian political context, remaining a fugitive from justice for two years. Despite being investigated for alleged crimes such as illicit contributions to his party and being the alleged ringleader of “The Dynamics of the Center“, Cerrón breaks his silence in ‘Cuarto Poder’, to show his distancing from the vacant former president Dina Boluarte and announce that his party will be part of the 2026 general elections.
The breakup with Dina Boluarte: from partner to “disloyal”
Cerrón, who was responsible for incorporating Dina Boluarte to politics in the 2021 general elections when she was “a perfect stranger”, assures that the former president’s fall is due to her “disloyalty”. Cerrón met Boluarte in 2018 during the municipal and regional elections, where she ran for mayor of Surquillo. Later, in 2021, they decided to form the presidential team led by Pedro Castillo and who won the process.
Frictions within the party began when Boluarte, already as vice president and minister, began to “change and show her true personality,” says Cerrón Rojas.

Furthermore, he maintains that Boluarte’s disloyalties, of an ideological, political and programmatic nature towards the party, were expressed in the first months of government, in 2021, and later with Pedro Castillo himself.
This breakdown led to his expulsion from the party in January 2022, a moment that the leader of Perú Libre considers the “breaking point” and the beginning of the fall of Boluarte.
The pact with the right and the prediction of the vacancy
After losing the support of the party and the Peru Libre congressional bench in 2022, Boluarte would have turned to the right-wing benches to avoid constitutional accusations and ministerial censures. According to Cerrón, a pact was established or “negotiation” between both forces. The parliamentary right obtained ministries, directorates and executing unitswhile Dina Boluarte received the commitment not to be vacated and being shielded in Parliament, which happened seven times.
The alliance, Cerrón affirms, was needed at “that moment of the conspiracy” to avoid the dissolution of Congress and to support Boluarte in the government.
Consulted from clandestinity by ‘Cuarto Poder’, Cerrón recalled his statement from last year, when he assured that Boluarte would not reach the end of his mandate. His calculation that his departure would occur between April and July 2025 was “very close” to the actual date of the vacancy.
Regarding his final vacancy, he considers that “the die was already cast” when he gave his last Message to the Nation. She believes it would have been an opportunity for her to “apologize” if she gave the message a few hours before her imminent vacancy was announced.
The legal situation and electoral future of Cerrón
Vladimir Cerrón, who has spent two years fleeing from justice, affirms that the accusation that Dina Boluarte’s government protected him “it was always a slander”. Days ago, he reappeared presenting his book ‘From the Field to the City’, written during his time as a fugitive. The leader of Peru Libre weighs a preventive detention order and an arrest warrant against him in the case of alleged illicit contributions to his party, after the Judiciary rejected his request to annul the crime of money laundering.
Cerrón assures that he will come out of hiding when he manages to “reverse this preventive detention order” through the relevant legal mechanisms. If it is not reversed, he trusts that the people will get him out of it through a act of popular will and strong support for the party.
Cerrón assures that Perú Libre will run for president in the next elections and that he has an “alternative plan for any proposal” to contrast with the desire of the bases of his candidacy.
