A control examination in the Junín region corroborates that Free Peru It acted hand in hand with corruption, since bad functionaries of that party have been pointed out as part of a large contingent of public employees who embezzled the state coffers and have caused a series of economic damages.

The Regional Control Management of the department of Junín of the Comptroller General of the Republic (CGR) has presented a list with more than 400 names of officials from that department with alleged civil and criminal responsibility in acts committed up to last year.
From this relationship, Peru21 examined the database and determined that there are a total of 45 militants from Free Peru that are included in these reports. In recent months, of this group of 45 Perulibristas, 10 have resigned from their membership, as is the case of former Governor Fernando Orihuela Rojas and other characters. To date, the reasons for his departure from Vladimir Cerrón’s party are unknown.
The CGR made observations on the handling of S/195 million of public resources and a damage against the State of more than S/39 million was detected. The economic damage was identified in institutions such as the Regional Government of Junín, Education and Health directorates, and the municipalities of Huancayo, Concepción, Yauli and Chilca, which were precisely under the administration of trusted authorities and officials of Free Peru.

The Comptroller’s document includes events from previous years. Therefore, there is also the sentenced for corruption Vladimir Cerrón Rojas, who is included in the modification of an agreement of the work “Creation of the Comuneros bridge in the districts of Huancayo and Huamancaca Chico.”
The pandemic did not stop them
The shortage of oxygen and beds in the department of Junín, like other regions at the end of 2020, was alarming, but this was not an impediment for the Health Network of the province of Satipo (Junín) to decide to buy a river ambulance of 435 thousand soles for the health post in the town of Betania, despite the fact that there was no necessity requirement, much less that its purchase was contemplated as urgent by COVID-19.
According to the CGR report, the officials of the Health Network who were under the command of Free Peru They decided to pay the company in full for the vehicle, even though the company had not delivered the ambulance.
Within the irregularities they also detected that the purchase was completed at the wrong time and without respecting the characteristics and specifications, which generated a loss of just over 80 thousand soles.
A month after the acquisition, the ambulance mysteriously ended up in an accident and to date turned into scrap metal.
Ginés Barrios Alderete, a lawyer and former Junín regional councilor, has questioned this acquisition. “That decision had nothing to do with attacking the pandemic because the policies were clear, which were to combat and mitigate COVID-19, but from this, to them (Free Peru) have been presented with an extraordinary opportunity to get vaccinated. An extraordinary opportunity to acquire a series of inputs because they had budgeted for acquiring goods and services and presumably overvalued”.
During the terrible season of SARS-CoV-2, irregularities were also evidenced in the
Hiring establishments that served as isolation centers for people with coronavirus symptoms. In the province of Jauja –in the same department– rooms were rented, but a control notebook of people who attended was not justified or evidenced, which generated a loss of 887,243.72 soles.
Another similar event occurred in Chachamayo, where, in addition, the delivery of food to those affected was contracted from the environments, but there is no record either. Here the damage is S / 265,065.83.
OTHER SECTORS
Not only in the health sector is use presumed, but it is also evidenced that irregular payments were made in the Regional Directorate of Education for 1’523,227.26 soles for concepts of “Approval and payment of the bonus for performance, mobility and increase of the remuneration of workers of the Huancayo Local Educational Management Unit”.
This irregular event – for the Comptroller’s Office – took place between August and December 2020, when we were all suffering from the ravages of the pandemic.
“There is an unspoken directive in Free Peru to affect the public patrimony with subaltern purposes, basically to strengthen the project of Free Peru and, above all, to support (Vladimir) Cerrón because he lives practically free, whose income – presumably illegal – ensures his subsistence”, Barrios mentioned to Peru21.
Exauthority ensures that Satipo not only for Free Peru It is an “attractive electoral pocket, but also for many government parties, so that it is convenient for them to look good and it precisely matters little to them if they are incurring certain infractions and service needs and, therefore, in an eagerness and perversion of look good, they affect one work to do another and it is clearly overvalued, it has additional costs or there is a component of corruption”, as happened in the case of the purchase of the river ambulance.
Prosecutors support investigations
Due to the high procedural load, a group of 15 prosecutors has been helping to see the accumulated processes that the offices of the Junín Anti-Corruption Prosecutor have.
