measures that do not help
Mariana Hernández, a family psychologist, points out that a judicial document by itself does not defend victims of gender violence.
The ALDEA Foundation details that, of the 197 femicides registered in 2021, 43 women had reported previous acts of violence and at least nine had a ticket for help.
“There is a lack of trust in the Police, in prosecutors and judges because there is not a single guarantee that an aggressor will stay away from his victims,” says Adriana Zapata, a lawyer and activist, who highlights that the Comprehensive Organic Criminal Code (COIP ), considers 12 resources (SEE BOX) to protect victims of violence “one less practical than another”, he says.
Shackles and panic buttons
In 2016, during the government of Rafael Correa the purchase of 4,000 electronic shackles was completed. The former Minister of Justice, Lady Zúñiga, said at that time that of the 4,000 shackles 400 would be delivered to victims of gender violence. “The purchase of 4,000 electronic shackles by the former Minister of Justice, Lady Zúñiga, in 2016, would have a series of shortcomings and damages for 1,200,000 dollars”, says the institution. And he adds that “the government of then President Rafael Correa acquired these devices from a Chinese company for $13,712,456.45”.
Even now only the 1% of those shackles it serves.
There are other helpful tools
Zapata adds that in countries like Mexico it has been proposed that women who have been raped have tools called ‘Pulse of Life’ “That there is a direct contact on their phone to provide police assistance, but that it is only an option for women who are victims of violence.”
According to Zapata, this could be developed together with a panic button in homes.
“Obviously this requires an in-depth analysis of the behavior of the aggressor, because it will not be a measure for everyone because it will involve resources and the big problem here is also that it is a very general problem of violence,” Hernández details. (AVV)
