The National University of Piura is at the center of a corruption storm after the leak of videos and audios involving the current rector. The person who receives several bundles of bills in his hand is the current rector of the National University of Piura, Dr. Santos Montaño Roalcaba, according to the complaint made by Cuarto Poder.

He is brief, saying only what is necessary. With a few simple words, the most important professor of the northern university clarifies that from now on he does not want intermediaries. The money goes through one channel only, directly to his hand.
The person recording mentions that these payments are for services provided to the National University of Piura. But what is striking is that the supposed service provider ends up giving 10 thousand soles directly to the rector Montaño, inside his alternate office and in front of his rector’s advisor.
Following this engagement between the supplier and the consultant, the event took place, confirming that the video recorded on May 19, 2023 is real.
This professor is the same one who, in audio recordings made a few months ago, boasts of having enough power to appoint authorities in the institution in charge of supervising universities: Sunedu.
Roberto Mendoza has worked with Rector Montaño and knows the current head of Sunedu, Manuel Castillo Venegas, closely, when he was a law professor at the National University of Piura.
It is Mendoza himself who, as coordinator of Rector Montaño, in 2022 begins to arrange several visits with members of the Education Commission; among them the president of the commission, Esdras Medina and the vice president Álex Paredes.
They wanted Santos Montaño to be recognized as rector because the former National Superintendence of Higher Education, Sunedu, did not allow it.
Montaño intervened in some sessions and introduced his defense attorney to the congressmen.
Finally, the old Sunedu disappears and the commission chaired by congressmen Medina and Paredes passes law 31520, which allows the reconfiguration of the Sunedu Board of Directors and with that, finally, the lawyer of the Piuran rector, Manuel Castillo Venegas become Superintendent of Sunedu.
Months after their lawyer became the new supervisor of the universities and the congressmen brought to the plenary the new law that reconfigures Sunedu, both Medina and Paredes put on their robes and appeared at the National University of Piura receiving the highest honorary degree that a person can obtain in the academic world: the Honoris Causa.
