[VIDEO] Patricia Chirinos: “Congress is here to correct the president’s outbursts”

With what has happened this week, with the president’s statements about a possible closure of Congress, how does the Vásquez cabinet come to the vote, for confidence?

The president seems to be speaking only because he has a mouth. He has not yet realized the great power he has and that any word he says has an impact on the pockets of all Peruvians. He says a bad phrase and the dollar goes up, the chicken and the main foods go up. I think we are helping him a lot to amend his government. We make constructive criticism, we are not obstructionists and we tell you to change those ministers who hurt you. In the same way, Mr. Carhuapoma.

The executive president of Essalud?

Yes, nobody touches it. It is said that he is a close friend of the president and that he is his drinking partner, which I do not know, and that there would be complicity there. Because until now nobody answers why it does not come out. As a drunk he was violent against his own wife and daughters, and was denounced. More evidence than that to remove him from office? That image is hurting the government.

Who told you that he is your drinking partner?

They talk, people talk over there, some journalists also, but I cannot attest to that because I have not seen it.

I can’t say that either, Congressman. What did happen is that the Minister of Labor, Betssy Chavez, met with him to talk about his future, but so far there is no conclusion. Wouldn’t Minister Chavez be the call to do something with Carhuapoma?

I have a lot of respect for Betssy Chavez. We talked when he was in Congress. He likes to dialogue and seek understanding between different positions, but I see that he cannot do anything on this issue. Anyway, when I spoke with the premier I saw in her face that she agreed with me; He didn’t tell me, but I felt that he agreed with my sixth feminine sense. But they do nothing. It seems that Carhuapoma is protected by God to stay in government.

On Friday the Judiciary accepted an appeal so that Guido Bellido could not approach you. How is that process going?

Two weeks ago I appealed to the Judiciary because they only granted me two protection measures, but the one that I considered the most important (distance to more than 300 meters) they did not give me. The answer came out and they will give us a citation date to see that topic.

Do you know if Guido Bellido went to psychological therapy?

For him it was compulsory psychological therapy, but we do not know if he has gone. In my case they gave me an optional therapy and I have attended; the other week I have another appointment with the psychologist because I am a woman who goes to the end. This should not be missed, nor should we apologize. This I no longer do for myself, but for all the women of Peru.

How can Congress do to transmit tranquility to the population, so that these citizens trust the Legislative Power?

In Cajamarca we just approved a food emergency law of my own. Paty Chirinos knows what the real problems of people in need are. I have worked so that this law can be passed. The Executive only has to act. Congress has pointed the way to the government because its priority must be food for children and the elderly. The real problem of food in Peru is the budget; dining rooms have been given the same budget for more than 15 years. 15 years ago in Peru a kilo of chicken cost 3.80, today it costs 10 soles. Dining rooms, common pots, and glasses of milk only feed people once a day. And what do they eat at night, when the minimum a person should receive is three servings of food a day?

I ask you this because the president encourages laptops that yell, “Close Congress.” The numbers say that there are still many who do not trust the Legislature and some media close to the government affirm that you want to evacuate Castillo. That’s how it is?

My bench has never talked about the vacancy, but neither are we stupid and we are going to allow threats from anyone. Congressmen are here to help you govern the president. Congress is now to correct the president’s outbursts, to correct him. How is it possible that the Minister of the Interior, Vergüenzuela, excuse me, Barranzuela, is still there. He was never a source of pride in his institution. What police are going to respect that minister?

You have been chosen by Callao, a region with serious criticism for the corrupt efforts, one of them that of the sentenced Felix Moreno. How do you see Callao now? Something is changing, what awaits you?

I would like to see it with a light of hope, but today, Callao is worse than before due to the abandonment of its authorities. There are drains and you cannot walk, road works and abandoned sidewalks where people cannot walk. This has unleashed the wave of insecurity, mothers cry to demand that they find the murderers of their children.

So Governor Dante Mandriotti is not doing his job?

Nobody does their job there. The works are abandoned. That is why we are asking the Interior Minister and the Prime Minister to declare a state of emergency in Callao. The region needs it. In 2015 and 2016, when I was mayor of La Perla, I managed to reduce the insecurity rate by 70% thanks to the state of emergency. I want to ask President Castillo to please make one for Callao and that the Navy go out to patrol the streets.
