Developer. Peru21 has had access to a key video of a meeting they held, last week, the informal miners of Confemin and other unions of that sector with the new head of the Integral Registry of the Mining Formalization (Reinfo), Máximo Gallo.
The meeting took place in the auditorium of the Ministry of Energy and Mines (Minem), on Thursday 30, and the head of the Reinfo, for the experience it owns in the sector, knew that the meeting was going to be recorded by the attendees, and They were going to take photos.
This, because in the Minem they did not tell the guests to leave their cell phones before entering or that it was forbidden to register the appointment.
Gallo, aware of that risk, presented the plan it has for the informal miners, as part of its meetings with a view to the approval of the new law of small artisanal mining and mining, MAPE law.
Formalization of 3 thousand miners
The primal proposal of the Reinfo Chief, raised at the meeting, is the formalization in three months of informal or artisanal miners.
Next we textually transcribe what he told them about this point.
Chief of the Reinfo: “I hope that before three months we have 3 thousand formalized miners.”
“I have already put my work team to work, and today they have presented a stage, and I hope that before three months we have three thousand or four thousand formalized miners, at least, in three months … Eye. Look well at what I’m committing to myself … “, said Gallo.
In that trance of the appointment, it is interrupted by the applause of the attendees, and then continued with its exhibition in which they ask for their support and criticizes the bureaucratic apparatus of the mining sector in Arequipa.
“I want your support,” he continued.. .
On that point, the president of Confemin, Máximo Franco Bequer, and the leader of that guild, Ismael Palomino, who were in the presentation, told Peru21 that the proposal of Gallo “is impossible” to comply.
“We will see if it meets it,” Palomino told this newspaper.
For his part, Franco Bequer said that “he does not believe” that Gallo is “walking” with something impossible but that he does not know the reality of formalization. This, because, according to Franco, this is done with the reversal of mining concessions or, in any case, with servitude. For the leader of informal miners – popular renewal military – if that is not done first, he will not be able to formalize that amount, he said.
On the other shore, the head of the Reinfo, in telephone communication with Peru21, defended his proposal, and pointed out that it is possible to comply with his promise with the current law approved.
“I have a work plan for the next six months that is ambitious. I have communicated to them what my work plan is, and there is the formalization of a good amount (of informal miners) in the first three months, and another amount in The following months, “Gallo said.
How will we do it? We ask him. “Working,” he replied.
Reversion of “idle” mining concessions
In another fraction of the video, Gallo is pronounced on a controversial issue: the reversal of mining concessions.
This is what is triggered from the mouth of the highest authority of mining formalization: “There are at least eleven thousand reings (records) in extinguished concessions, which should be formalized. Therefore, concessions are extinguished. Why not We do it? They produce anything. Penality, wants it to occur, the State has to put batteries: ‘If you do not produce, I take it off (the mining concession)’. “
Chief of the Reinfo promises to reverse “idle” mining concessions.
Peru21 He asked the head of the Reinfo if only the “idle” mining concessions will be reversed, which are in the hands of small miners or if also of median and large mining. And this was what he replied: “We are doing an analysis of all mining concessions that exist at this time, in which small mining is working in formalization. We will establish what are the grounds for which these concessions are not working”.
As auction of his exhibition, Gallo, in the video of his encounter with informal miners, he said that the National Mining Society should not worry, and they will probably tell him that “he is an unfortunate.”
“The National Mining Society will say: ‘Unfortunate, cursed’ …, and then I will be playing the door to society (National Mining) to say: ‘Don’t worry, compadre, if you have no problems .
I knew that
-The chief of the reinfined, Máximo Gallo, told this newspaper that he is not “the father of the reinfill” because he was boss from 2017, and that direction was created in the Minem in 2013.
-Confemin will meet again next week because the term of the regulation of the new extension law of up to one year of the reinfiche expires before February 12.
