Víctor Andrés García Belaunde: “The success of the Vizcarra coup encouraged the Castillo coup”

He considers that carrying out a coup d’état should be a crime, following the antecedents of the coup plotters Martín Vizcarra and Pedro Castillo.

Two former presidents sentenced. Does justice work?

Justice works in Peru reluctantly and with delays. In the case of Pedro Castillo, in three years. And in that of Martín Vizcarra, in ten years. Vizcarra comes to power with forty-odd lawsuits in his backpack from Moquequa.

Were you the first to denounce Martín Vizcarra?

I was the first to report it on March 31, 2016. In Moquegua, the hospital that President Fernando Belaunde had built during his first government was destroyed. And when I asked why, they told me that the governor said he was going to make a new one. And when I asked who it was, they told me it was Vizcarra, owner of a construction company. How strange, I told myself. Because Moquegua is not Manhattan, where the square meter is disputed. And there was a whiff of irregularity. I denounced that in a debate of vice presidential candidates.

That video is now viral.

And Vizcarra did not answer. I asked him what other business he had with the State, I questioned him very harshly. And he didn’t even flinch. There he showed his lizard blood. And then they put it in the Ministry of Transport and Communications!

The coincidence of both sentences in the middle of the electoral campaign helps the politicization that both former presidents intend.

All of this was only investigated when Vizcarra left the Presidency. Justice is not very harsh or very responsible when it comes to judging people in power.

There is a narrative of victimization for being provincial. But many of the Peruvian presidents have been provincial.

Of course. Almost all the presidents of the 19th century have been provincial. Lima at that time had 150 thousand inhabitants and Peru had one and a half million. Only 10% of the population lived in Lima. It’s not like now, when 30% live in Lima. This was a republic of presidents and provincial authorities.

Castillo and Vizcarra want to victimize themselves.

And Susana Villarán, from Lima, who is 10 or 15 years old, has nothing wrong with her. That draws attention, obviously. The case of Vizcarra is very similar to the case of Toledo. There is too much strong evidence.

Of course, there was flagrancy. They have been able to do it in a year and a half. He is a coup plotter, finally. Rebellion, conspiracy… The crime of coup d’état does not exist.

Incredibly, Castillo is the first convicted of a coup d’état.

That’s how it is. Throughout its republican history, Peru has had more than 150 coups d’état. There have been per week and per day. The crime of coup d’état must be included. I believe that Jaime Salinas Sedó was convicted of the kickstand attack (1992). They put him on trial and he was imprisoned. And nobody said anything. The entire left congratulated. And now the left is tearing its clothes.

Why is Castillo’s sentence not greater? Isn’t a coup worse than being corrupt?

Exactly. The two-year disqualification is not enough. It must have been much longer, 20 or 30 years. It is a violation of the Constitution. For me, disqualification is more significant than prison itself. It has attacked democracy.

Vizcarra and Castillo appeal to martyrology. But the context is different from the times of persecution.

Of course. This is a fair trial. And furthermore, it is a coup d’état from the Palace to a democratic government.

Aníbal Torres raised a question of trust inspired by Vizcarra’s “factual denial.”

The success of Vizcarra’s coup encouraged Pedro Castillo’s coup. But he did not have the preparation or support of Vizcarra. Just as the success of Fujimori’s coup encouraged Vizcarra.

And now we have candidates who propose closing Congress. Dangerous.
