Sixteen years after the police operation of May 3 and 4, 2006 in Texcoco and San Salvador Atenco, state of Mexico, which led to the sexual torture of several women, the victims denounced that to date they continue without obtaining justice. They affirmed that the investigation continues to be fragmented, one part of it with the federal authority and another in the prosecutor’s office of the state of Mexico; in the latter there is no conviction and the Attorney General’s Office (FGR) does not advance in the punishment of the high command that ordered the operation.
They also accused that three years after the sentence of the Inter-American Court of Human Rights (Coridh), of the nine established measures, only two have been fulfilled: the publication of the sentence and economic compensation.
Meanwhile, members of the Peoples’ Front in Defense of the Land (FPDT) demanded that the federal government comply with bringing the masterminds to court, including former President Enrique Peña Nieto, for the sexual assaults against women and the murders of the young Alexis Benhumea and Javier Cortés.
Ivette Galván, a lawyer from the Miguel Agustín Pro Juárez Human Rights Center, explained that having a fragmented investigation into cases of sexual torture It is a breach, because the Court itself orders and declares that the investigation carried out by the State of Mexico is deficient. So, it orders an exhaustive, systematic, complete investigation with a gender perspective, which is precisely why a preliminary investigation is initiated in the FGR

Norma Jiménez, one of the 11 victims who reported the case to the Coridh, stated that the cost of accessing justice has been very expensive in terms of emotional health, effort
being a process of a lot of impunity and stigmatization

He pointed out that in the federal government there is still no such will on the part of some authorities
to fully address the measures of the Coridh, including the investigation and punishment of all state and federal elements, create an independent observatory on the use of force by police institutions at the federal and state of Mexico levels, as well as strengthen the Follow-up Mechanism for Cases of Sexual Torture Committed against Women.
On the other hand, when commemorating 16 years of the events, the leader of the FPDT, Ignacio del Valle, stated: here there is neither forgiveness nor forgetting, our demand for punishment will continue
