Vicky Navarrothe woman who denounced the former congressional official Jorge Torres Saravia for having raped her in 2020, when they both worked at the Regional Government of La Libertadthen controlled by Alliance for Progress (APP), revealed that he filed a formal complaint with the Human Resources Office, but received no response. What’s more, he warned that the APP apparatus not only ignored his case, but also awarded Torres Saravia with greater power.
During his speech at the Congressional Oversight Commissionwhich investigates the alleged prostitution network in the Legislature, Navarro pointed out that, at that time, the head of Human Resources at GORE was Haydi Figueroa Valdezwho until a few weeks ago held the same position in Parliament.

Navarro emphasized that Figueroa implied that it was not the first time that complaints had been filed against Saravia Towerswho held the position of head of the Legal and Constitutional Office of Congress and now he is accused of leading a prostitution ring.
“When I went to Human Resources to request support in the administrative sanction against my boss, I turned to Ms. Figueroa Valdez. With tears in my eyes, I asked him for help and explained that I could no longer work alongside my rapist. And what did she do? He replied: ‘Again.’ That was his expression: ‘Again, Jorge?’ What does that mean? That there were previous complaints. (…) After that, as soon as I filed my complaint, they fired me. “They use you and then they throw you away,” he declared.

Navarro also indicated that Saravia Towers worked in the apepista campaign Luis Valdezright arm of Cesar Acunato Congress, and that she joined the team of trolls, something she now deeply regrets.
“He (Saravia Towers) knew that he was going as an advisor Luis Valdez if he managed to reach Congress. But everyone knew what had happened. Absolutely everyone knew what I was going through at that time. Don’t let him (Luis Valdez) come and say that he was not aware of what his advisor was doing. “Everyone knew it, but there they cover up for each other,” he said.
Valdez currently denies having knowledge of the background of his advisor. For his part, Navarro pointed out that since he filed his complaint against Torres Saravia he has been a victim of intimidation.
“They tell me, ‘You don’t know who you’re messing with.’ Hearing that is scary. ‘You’re facing the big guys, they’re going to hurt you.’ It’s sad that people come up to me and tell me those things. There are already four people who have warned me. Every day I pray to God to take care of me because I am not sure about what I am living. And I’m not talking about just anyone, I’m talking about someone who was an advisor to Congressman Luis Valdez,” he added.

The victim also recounted the situation she faced since she reported Saravia Towers in the middle of the campaign Luis Valdez at the beginning of 2020. According to Navarro, the former official boasted of the power he had in Freedom and its influence on the media.
“The man boasted of his power: ‘Nothing is wrong with me. Anyone who wants to do something to me, I have bought the press.’ He manipulated me psychologically. I trusted him because my boss (Jorge Torres Saravia) called me ‘daughter,'” she explained.
Asks the Public Ministry to reopen his case
Navarro denounced that the Prosecutor’s Office filed his case without carrying out the necessary legal, toxicological or psychological tests. Furthermore, he pointed out that they never offered him psychological treatment: “The Prosecutor’s Office It didn’t help at all. I had to manage my treatment myself. In forensic medicine there were not even reagents for toxicological tests,” he said.
The complainant urged the Public Ministry to reopen his case, arguing that, in addition to the flaws in the investigation, the file had been requested by certain people whose names he did not reveal. “On August 6 they went to ask that my case be archived. The next day, by magic, it was already archived,” he concluded.
