Vicente Alanoca: "Dina Boluarte has committed the country to Fujimorism, Congress and multinationals"

The New Peru political party decided to have two candidates for the Presidency for the 2026 elections, one of them is the professor and anthropologist Vicente Alanoca, who in this interview explains the reasons that motivated him to enter the political contest, his balance on the Dina Boluarte regime and the proposal to change the Constitution.

– Why do you want to be a candidate for the presidency?

– Well, there are several reasons. We see all the problems that Peru is going through today, they are not from one day to another, but are problems that we have accumulated. I have always said in my analysis that Peru was born corrupt in the sense that history does not say, when the uninational states are founded, that there are groups, population segments that were not participants in the creation of the republics, right? And especially the Aimara context has been fragmented. In that process we live, we are not going to talk about 500 years, but to talk about the last 200 years. We recently celebrated the Bicentennial, however, there are populations that were racialized, criminalized and that are not actors and participants of the proposals and development of the country. In that process, then, we live with great indignation the problems. The last 30 years we had a country in which all the presidents, absolutely all, were involved in the issue of corruption. And there we have been seeing how the issue of insecurity has accumulated. Now, I know it is the strongest (problem). I belong to a community and see the problems.

– Which community does it belong to?

– To the community of Ancasaya. It is within the jurisdiction of the district of Hilas, of the province of El Collao. We grow in two communities, Alpacoyo and Ancasaya, but currently I live between Puno and the community. So, we have seen how our communities, despite all the bad things we see today, have people with great hope, who bet on life. And we, in each space where we are, we always ask ourselves what we are going to do, how we represent ourselves and also how they know us. So, in that sense we participate in this game.

– How long has you been playing in Nuevo Peru?

– Two years, from the second phase of the foundation of the New Peruin the re -registration process. I have actively participated in the consolidation of the party and I am from that date as general secretary of the province of El Collao.

– And before was he in another political group?

– Look, we do not participate in partisan policy. I have clearly defined my political position. Above all I keep the art of governing and the art of raising and the common good. That has led us to many spaces where without having a shirt, we can also do something for our country, our peoples. However, today, we militate in this party and find people from various thoughts and options with whom we are assuming this challenge, this responsibility within the party.

– In the New Peru political party who nominated the presidency in the last two elections was Verónika Mendoza. Are you going to be the container of her in the primary elections or does she support it? It is what is not clear to me.

– We are respectful of the organization. More than the games or more than the leaders, we recognize the work she has assumed, the companion Verónika Mendoza. We are in the party at the invitation of it and in that process (…) the companion desists to participate and the National Executive Council (CEN), which is an organic instance, presents us to a sector of the party as its candidate. We have talked to fellow Julio Castro too. We are going to act disciplinedly, whatever the determination of the party. Now we are two candidates, that means that Verónika is still part of this party and we must also recognize the effort he has made. In fact, there is wear for some sectors, however, it has had the courage to be able to lead this difficult process in junctures as this. So, we will be respectful of the partner Verónika Mendoza.

– Of course, because the Council, the last National Council of New Peru has determined to have two candidates: fellow Julio Castro and my person (…). She, until now, knows that she does not participate, however, her role will be different, collaborating, participating in the construction of the party’s proposal.

– You belong to the Puno region, one of those who had serious human losses in the protests against the Government of Dina Boluarte in 2023. What description of it? Boluarte arrived with the left, but today governs with the right.

– Well, the truth is a total outrage, not only of Puno, but of the country and the world. He escaped that Puno is not Peru. We must respond with force and with courage that Puno was before Peru (…). In response to the population that has taken to the streets to protest, he wanted to solve at bullets, not put order. The story of what was done in the time of the colony was repeated (…). The truth is very angry and outrage in the way the country has been directing. She hung up Pedro Castillohas betrayed it. We Aymara have a beginning called the issue of loyalty. She has determined Castillo and not only to Castillo, but has determined the country.

– And in front of whom has the country determined? In front of Congress? Faced with Fujimorismo?

– Of course, it’s obvious, right? In front of Fujimorism, in front of the Congress The whole environment of multinationals (…). The problem in the country, Diego, is not a normative issue. That is the elementary, but it is not what determines. The country’s problem is not a military issue, but a historical, structural issue. Look how the ministers or ministers who do not know the country have conducted. It is a shame to talk about education for the way their ministers expressed from us.

– Look, there are two things. You have to see before December 7 and after December 7. When Castillo enters, the population had not voted for Castillo’s proposal, but for the representation that his image, his speech had and especially for being provincial. In his environment he surrounded himself with people like Dina Boluarte and others (…). December 7 is only an expression in which it falls into traps for which we now see how it is being judged. So, that expression of the blow, in quotes, of self -golpe that occurred, also has to assume Castillo. But in the way it has occurred, there was also another blow. – In Puno there is a harangue that they use when they go out to march that argues that this democracy is no longer democracy. Do you share it? Or do you think we live in a democracy? If not, what then is the Boluarte regime?

– That phrase is a richness of the expression of the struggle of the people. They have stripped us of democracy, the power of the people. We live in a dictatorship, right? In France, when there are strikes, not a dead man. However, there are sixty dead here. That is outrageous and there is no person in charge so far. I am from the community where soldiers died. However, there are no responsible until now. And the army people say that as they were surrounded by strikers, their soldiers had to cross (the river). It is a total fallacy. We live in a dictatorship under the name of democracy. He has killed himself under the name of the law to sixty brothers.

– And to get to the presidency, what would an eventual government do to reverse all the things that this Boluarte regime did – Congress?

– A first issue that must be resolved is the issue of the new Constitution. There is a social contract that we have not been in many peoples, as part of that construction process. We know that almost 80 articles of the Constitution were reformed and those who said that it should not be changed are behind that. We bet on a new constitution in which the population, the company participates by proposing proposals. From there you have to face the security issue, which is urgent in all spaces.

– What do you think of Vladimir Cerrón?

– I don’t know him, but in the way I will say tell me who you walk and tell you who you are. If we bet on life, we cannot be on the side of people who do not feel the life of Peruvians. I am a little outraged. I know that he has studied in Cuba and it seems to me that all this issue of academic training cannot offer, to raffle our principles and values. I think that your interest is more about its legal and legal situation, than for Peruvian citizenship. I feel that you have not been able to respect its principles as you had raised in its beginnings next to Pedro Castillo.

– And what is Antauro Humala for you? Is it left?

– I have been a soldier and I have learned that when the homeland needs you you have to be willing to serve. And I think he has stained the blood hands and we cannot bet on a state with the death penalty. There are processes and we have to be respectful of the right to life.

– Are you going to the Rector of the UNI, Alfonso López Chau?

– We are still in this process of internal elections. Whatever the decision, that the development of the country is ahead, for life, the re -foundation of the country with collective principles and values ​​for all and for all (…). They are agendas that must be resolved and whatever the party that is not stained with blood and their pockets with corruption or persecuted for a crime situation, I think it is welcome. However, we have to be clear, those who have hurt and continue to harm some games, we do not join or make alliance with them, but I think there are good leaders who are seeing in this process (…). Talking is not to agree, but it is to bet on the organicity of a party, of an alliance so that together and together we can solve the high problems that Peru is going through today.
