A total of 25 highly dangerous inmates were transferred to maximum security prisons, after a inmate escaped from the Piura prison. The Vice Minister of Justice, Juan Alcántara Medrano, specified that although there is responsibility of the INPE workers, the police agents who guarded the towers should also be investigated.
The Vice Minister of Justice, Juan Alcántara Medrano, arrived in Piura to participate in the “launching” of 25 inmates from the Piura prison (former Río Seco) to other maximum security prisons in the country. In his statements, he maintained that, just as there are five prison workers detained, they should arrest the three police officers who were guarding outside the prison, especially those assigned to towers 1 and 3 where the inmate escaped.
“It is said that the responsibility lies solely with INPE, however, tower 1 and tower 3 have police surveillance. There is joint, shared responsibility, we do not want to blame one or another instance, but we do want to call on the institutions that have to fight against citizen insecurity to coordinate their actions to avoid situations like this,” said Alcántara Medrano.
Likewise, he pointed out that, if there are five INPE detainees, the police agents should also be investigated in this case, since they could have identified the inmate when he escaped through the area called no man’s land.
“But what about the police officers who were in tower 1 and tower 3, I understand that measures have to be taken if we want to talk about an objective investigation and we want to find those responsible, so if we are talking about prison workers, we have to do with the police officers who Suddenly they did not do their job, because the escape occurred in the morning. We are not talking about 3 meters, but 100 meters in no man’s land. If there are five INPE detainees, for reasons of justice those police officers who were in the towers would have to be detained,” he warned.

The intervention was carried out by 20 GOES agents from the Northern Regional Office. Among the criminals transferred to other prisons are the brothers Carlos Jesús and Eduardo Tezén Alcedo, accused of being the leaders of the criminal organization “Los Payas” or “Payasos”, as well as the inmate, Jimmy Cotrina Guarnizo, a member of a gang dedicated to extortion, homicide and hitmen, where the aggrieved are the transportation companies.
The inmate Danner Carrión Ticliahuanca of the criminal gang “Los Pulpos” and Víctor Vásquez Castro of “Los Injertos del Comandante Mela”, among other dangerous criminals, were also arrested.
