Venezuelan could be extradited for illegal withholding of contributions from the Social Security Fund

A man of Venezuelan nationality was provisionally detained and for extradition purposes for the crime of improper withholding of contributions to the detriment of the Social Security Fund (CSS).
The Section of Crimes against the Economic Order of the Regional Prosecutor’s Office of West Panama, in the hearing held on August 23, 2022, through the prosecutor Juan Gutiérrez, presented the elements of conviction based on the procedural risks, of evident danger of flight and affectation of means of evidence, in addition, he based his request on the Inter-American Convention on Extradition of February 25, 1981, where Panama and Venezuela are signatories, obtaining that the judge of guarantees Eduardo Escobar, admit the aforementioned precautionary measure.
According to the authorities, this 68-year-old man, representing a company dedicated to confectionery and banquet services, between January and July 2017, did not report the employer’s worker quotas of three of his workers, which amounted to one amount of 7 thousand 399 balboas and 59 hundredths.
The Public Ministry through a resolution of March 21, 2022, had issued an arrest warrant against this Venezuelan, for which a red alert was issued giving his capture on August 9, 2022 in the city of Barquisimeto, in Venezuela.
