Venezuela requests urgent meeting of the UN Security Council

Venezuela reiterates condemnation of the systematic barbarism of the Israel regime

The Bolivarian Government of Venezuela formally requested an urgent meeting of the United Nations (UN) Security Council, given what it described as a “serious escalation of aggression” by the United States in the Caribbean.

The official statement, released by Foreign Minister Yván Gil on his social networks, warns that the US military deployment represents a direct threat to regional stability and to the Zone of Peace proclaimed by Latin America and the Caribbean.

Below is the full text:

New York, October 9, 2025

HE Mr. Vassily A. Nebenzia Ambassador, Permanent Representative of the Russian Federation to the United Nations President, Security Council (October 2025) New York.-

Distinguished Ambassador Nebenzia,

I have the obligation to address Your Excellency, in your capacity as President of the United Nations Security Council for the current month, on the opportunity to bring to your attention the escalation of developments that have been taking place over recent weeks in the Caribbean and which, due to their severity, clearly endanger regional and international peace, security and stability.

Since the beginning of his second term, in January of this year, the government of President Donald Trump has been carrying out a series of actions aimed at intensifying US aggression against the Bolivarian Republic of Venezuela. including in relation to the economic, commercial and financial blockade that for more than ten (10) years has been applied de facto against our country, and which is manifested in more than 1,000 unilateral coercive measures, violating all norms of international law.

The ultimate goal remains the same as that which has marked the actions of the United States of America towards Venezuela for more than 26 years: advancing its “regime change” policies, in order to gain control of the vast natural resources found in Venezuelan territory.

From the assertion that the presence of Venezuelan citizens in US territory is “contrary to the national interest of the United States, to a racist proclamation that categorizes all Venezuelan citizens as “terrorists” and “foreign enemies, who in turn are absurdly accused of perpetrating an” invasion of US territory, to the offer of millionaire sums for the capture of the Head of State and Government Venezuelan, against whom they have fabricated an alleged drug trafficking plot without any evidence.

Now, in recent weeks, an unprecedented military deployment by the United States of America has been recorded in the Southern Caribbean region, which includes missile destroyers, combat aircraft, elite troops, assets used in special operations and covert missions, and even a nudear submarine, all of which are located a few miles from the Venezuelan coast.

This constitutes a violation of the letter and spirit of the Treaty of Tlatelolco, with respect to which the United States of America has legally binding obligations, as a contracting party to its Protocols I and II, as well as a clear affront against the Proclamation of Latin America and the Caribbean as a Zone of Peace.

The mask for these intimidating actions has been a false fight against drug trafficking. However, the reality is that, according to information in the public domain, issued by international organizations and by the US agencies themselves, more than 87% of the drugs that arrive in the US territory do so through routes that originate on the Pacific coast and not in the Canbe.

The disproportionate and unjustified US military deployment in Canbe has resulted, among others, in at least four (04) episodes in which, according to the highest authorities of that country, civilian vessels have been bombed in international waters, whose crew members, as independent experts from the United Nations have expressed, have been victims of extrajudicial executions.

It is, therefore, a flagrant violation of human rights, including the most sacred of all, the right to life itself, as well as a patent denial of us cogens and the universal principle of the presumption of innocence.

This highlights, among other things, the dangers of deliberately confusing, as the US government does today, two (02) completely different phenomena: terrorism and transnational organized crime; The latter being a problem of public order and not of a military nature.

However, the War Department of the United States of America, without presenting any evidence, has insisted on its information operations to cover up its lawful acts, pointing out that the government of its country has determined that the drug cartels operating in the Caribbean are “non-State armed groups, who were, in addition, declared as ‘terrorist organizations and whose actions are considered an armed attack against the United States.’

Added to all of the above are a set of repeated and increasing provocations by the US government, including unnotified incursions into the Maiquetía Flight Information Region (FIR), which endanger the safety of civil aviation, as we denounced on October 2, with which, in addition, irresponsibly, they seek to generate an episode of direct collision; That is to say, it seeks to fabricate the conditions that would allow Article 51 of the United Nations Charter to be falsely invoked, including based on the notion known as “unwilling or unable”, which we categorically reject.

Additionally, it is necessary to highlight at least three (03) dangerous statements that have been recently made by President Donald Trump and that give an account of his true intentions and the real threat that exists against the territorial integrity and political independence of the Bolivarian Republic of Venezuela:

The first, on September 22, in his speech before the General Assembly, when he expressed his willingness to use US military power to “blow up President Nicolás Maduro Moros.

The second, on October 3, when he notified the United States Congress of his determination that the country was in a “non-international armed conflict with drug cartels, whom he classified as “illegal combatants.”

And, the third, on October 4, when he expressed that he would now have to begin searching by land for the alleged drug traffickers, which points to the imminence of a violation of our national sovereignty, inducing from a manipulation of the principle of legitimate defense, with attacks disguised as supposed “preventive attacks or in the form of a direct US military incursion, which have no basis or in fact or in law.

In addition to this, we must also refer to the vote that took place yesterday, October 8, 2025, in the Senate of the United States of America, when a bipartisan motion that sought to end the ongoing attacks against fishing boats in the Caribbean and thus also vindicate legislative powers in matters of war was rejected, after a vote of 51-48.

It is, therefore, an initiative in which the rejection of at least 48 senators to the propaganda operation that has been deployed by all means to justify direct aggression against Venezuela to American public opinion is revealed.

Given this result, however, there is now the possibility that the US government will intensify its hostile actions in the region, falsely arguing that it has carte blanche from Congress to do so, which would only end up further increasing the threat that prevails today against the peace and security of the region.

In that effort, he would use the narrative that he has been building, and that includes ignorance of the legitimate, constitutional and democratically elected authorities of our country, whom he has branded as leaders of alleged drug cartels, against whom he has now declared war.

All of this is also part of a clear strategy of the US Executive to evade accountability before the Legislative Branch regarding the use of military force against a sovereign State, such as the Bolivarian Republic of Venezuela.

Thus, today we are faced with a reality that has no precedent in the last 200 years of republican history. This letter, based on proven, reasonable and objective information, confirms that an armed attack by the United States of America against the Bolivarian Republic of Venezuela can occur in a very short term. The ongoing military mobilization, the escalation of hostile and provocative actions, and the increasingly incendiary rhetoric confirm this.

Needless to say, this looming aggression against our country would have great repercussions on the peace, stability and security of the entire region. Latin American and Caribbean, even inducing an increase in the migratory phenomenon and also providing breeding grounds for other despicable fiagelos. including terrorism, violent extremism and mercenarism.

It is evident that there is no connection between the fable of the fight against drugs and the actions on the ground, which is indicative that the highest authorities of the US government have already made a decision, regarding which all that remains is to wait for the consummation of the military aggression.

It is, therefore, the repetition of the script used already in 2003, on the supposed existence of nuclear weapons in Iraq and which resulted in the destruction of that sister nation and the looting of its resources by armed means. On this occasion, the fight against drugs has been used as an excuse to attack our country which, not by mere coincidence, has the first proven oil reserve in the world.

In light of all of the above, and taking into account the irrationality of the current government of the United States of America, which has even declared in recent days its decision to close all avenues of diplomatic contact with our country, I hereby request, on behalf of the People and Government of the Bolivarian Republic of Venezuela, that a meeting of the Security Council be urgently convened to, in accordance with the provisions of Article 39 of the Charter of the United Nations, discuss this issue, determine the existence of a threat to peace and make recommendations to stop ongoing US aggression plans.

While this is happening, let me assure you that Venezuela is not a threat to anyone and that we are a country in perfect social peace, which does not have any conflict with third parties. Despite the unilateral aggression of which we are victims today, we reiterate, on the one hand, our firm commitment to dialogue and diplomacy as the only ways to resolve any difference and thus preserve peace, and, on the other, the firm determination of the Venezuelan people to defend, in perfect civil-military union, the most sacred asset that it has reconquered after 200 years: its national independence.

Finally, I very respectfully request your good offices so that the present communication, of which an identical copy has been transmitted to the Secretary General, be duly brought to the attention of the Member States of the Security Council and issued as an official document of said body.

Without further reference, I take this opportunity to renew to Your Excellency the assurances of my highest and distinguished consideration.
