Venezuela ranks last in The World Justice Project’s 2024 Rule of Law Index with a score of 0.26 out of 1. The situation remains stable in terms of the global index, as well as in the limitation of government power and compliance with regulations . However, the country managed to improve in aspects of order and security; while corruption, government transparency, fundamental rights, and civil and criminal justice show a deterioration compared to the previous year.

«The 2024 Rule of Law Index, which evaluates 142 countries and jurisdictions, reveals that Venezuela continues to be the country with the worst performance in this matter. Ten years after the beginning of this investigation, the situation in the country has not improved, reflecting a significant institutional weakening,” highlighted the NGO Acceso a la Justicia on the results of the measurement.
The NGO states that this poor performance is attributed to the alignment and submission of all branches of Public Power to the dictates of the national Executive. which seriously affects the independence and effectiveness of the institutions in Venezuela.
In the 2023 ranking, Venezuela also ranked last on the list of 142 countries considered in the evaluation, placing itself behind countries such as Cambodia, Afghanistan, Haiti and the Democratic Republic of the Congo. This list placed Venezuela in last place in Latin America by obtaining an overall score of 0.26 out of 1.
According to the latest WJP index, among the country’s worst performances is “Limits to Government Power”, which has been controlled by Chavismo for 25 years, and ranks 142nd in the world and 32nd of 32 countries evaluated in Latin America. with a score of 0.18 out of 1.
In the “Absence of Corruption” section, it ranks 136th in the world and 30th in the region with a score of 0.26 out of 1, where it is surpassed only by Haiti and Bolivia.
In the “Open Government” component it occupies 139th place in the world, and the country is surpassed in the world only by Iran, Egypt and Cambodia with a score of 0.27 out of 1. In “Fundamental Rights” Venezuela occupies the 135 and in Latin America 31. Only Nicaragua is in a worse position, in 32nd place.
In “Access to Civil Justice” and “Access to Criminal Justice” it appears in both sections with the worst performances in the world, in 142nd place. with a measurement of 0.25 of 1 and 0.11 of 1, respectively.
