The Ministries of Popular Power for Defense and for the Foreign Affairs of the Bolivarian Republic of Venezuela denounce and strongly reject the illegal fighter incursion of combat aircraft of the United States of America detected on October 2, 2025 to approximately 75 kilometers from our coasts, within the flight information region (FIR) of Maiquetía. This maneuver, identified by the Comprehensive Aerospace Defense Command (CODAI), constitutes a provocation that threatens national sovereignty and contravenes the norms of international law and the Chicago Convention on International Civil Aviation.

This action seriously put the operational security of civil and commercial aviation in the Caribbean Sea; The fact was also sighted by the Colombian airline Avianca, adding to the official detection of CODAI. This serious report is added to other previously registered illegal incursions and already denounced by the Bolivarian government, which configures a harassment pattern that cannot be tolerated.

In that sense, the Bolivarian Republic of Venezuela demands that the Secretary of War of the United States, Pete Hegseth, who immediately ceases in his reckless, adventurous and warrist position, who intends to undermine the Peace Zone of Latin America and the Caribbean and endangers regional stability.

The Bolivarian Government will raise this complaint with the United Nations Secretary General, the Security Council, the International Civil Aviation Organization (ICAO) and the Community of Latin American and Caribbean States (CELAC), to adopt the necessary measures that prevent the repetition of these illegal and dangerous actions.

Venezuela reiterates that it will not accept intimidations or aggressions of any foreign power and that it will fully exercise its right to defense of national sovereignty, in accordance with international law. The Bolivarian National Armed Forces will remain on permanent alert with its integrated aerospace defense system.

Geopolitical context and reactions

The complaint occurs in a moment of growing tension between Venezuela and the United States.

International Law experts indicate that the Chicago Convention establishes clear rules on the use of civil airspace, and any military operation in areas near FIRS must be notified and coordinated to avoid diplomatic incidents.

The incursion denounced by Venezuela revives the debate on the limits of air power in sensitive areas of the Caribbean. Beyond the official statement, the fact highlights the need for multilateral mechanisms that regulate military operations in shared regions. Meanwhile, the Venezuelan government maintains its position of active surveillance and complaint to international organizations.
