Venezuela celebrates the continuation in Mexico of the dialogue for peace

The President of the Republic, Nicolás Maduro, highlighted this Saturday that the Second Partial Agreement for the Protection of the Venezuelan People signed between the Delegation of the Bolivarian Republic of Venezuela, headed by the president of the national Parliament, Jorge Rodríguez, and a sector of the opposition opens the way for a new chapter in the country’s politics.

«The signing of the second partial agreement between the Bolivarian Government that I preside over and the Unitary Platform of one of the oppositions, opens the way for a new chapter for Venezuelain order to continue advancing towards Peace and well-being that all Venezuelans yearn for,” President Maduro said on Twitter.

For her part, the Executive Vice President of the Republic, Delcy Rodríguez, welcomed the signing of the document that continues the dialogue process that is maintained between the Venezuelan Government and the different oppositions in the country.

The vice president highlighted on Twitter how the country “celebrates the resumption of the dialogue process in Mexico between the government of President Nicolás Maduro and a sector of the opposition.” Rodríguez pointed out that the signing of the agreement adds positively to “the path of understanding” for Venezuela to exercise the “sacred right to development and social happiness.”

The vice president spread the message issued on twitter by the lawyer Larry Davoe, a member of the Venezuelan State delegation in the dialogues in Mexico, in which he presented the full text of the agreement reached in favor of unlocking the resources illegally seized due to the blockade that they imply the unilateral coercive measures imposed by the US government to break the will of the Venezuelan people and seek a forced regime change in Venezuela.

Below is the full text of Annex A of the agreement signed this Saturday:

SECOND PARTIAL AGREEMENT FOR SOCIAL PROTECTION OF THE VENEZUELAN PEOPLE MONITORING AND VERIFICATION MECHANISM OF THE SECOND PARTIAL AGREEMENT FOR THE SOCIAL PROTECTION OF THE VENEZUELAN PEOPLE

To ensure the implementation of the Second Partial Agreement for the Protection of the Venezuelan People, in accordance with point 7 of the Agenda contained in the Memorandum of Understanding signed on August 13, 2021 in Mexico City (MDE), THE PARTIES agree to establish a “Monitoring and Verification Commission of the Second Partial Agreement for the Social Protection of the Venezuelan People”, governed by the following regulations:

1. THE PARTIES agree to establish a Monitoring and Verification Commission of the Second Partial Agreement for the Social Protection of the Venezuelan People (the Commission), as an auxiliary mechanism of the Dialogue and Negotiation Table (MDN), which will be made up of five (5 ) representatives of each one of THE PARTIES, and an observer representative of the Kingdom of Norway as facilitator of the dialogue and negotiation process (the FACILITATOR), which will act by delegation of the MDN. The day after the signing of this annex, THE PARTIES will inform the FACILITATOR of the names of their representatives.

2. The members designated by THE PARTIES in the Commission will have the greatest facilities and collaboration of the State bodies for the fulfillment of their functions. The MDN will verify that the Commission has adequate and sufficient conditions to carry out its activities. It is understood that in no way can the Commission become a new space for negotiation and decision. The actions of the Commission are not public in nature and will be strictly attached to the functions and responsibilities established in this annex.

3. THE FACILITATOR will convene the representatives of THE PARTIES to the first meeting for the installation of the Commission within seven (7) continuous days following their appointment. The Commission will meet regularly once a month, at the place and time previously agreed, without prejudice to the fact that it can hold extraordinary meetings as many times as necessary. Extraordinary meetings may be called by the FACILITATOR at the request of a number of not less than three (3) representatives of each of THE PARTIES. Their decisions will be adopted by consensus of those present.

4. The following are the functions of the Commission

a. Receive and analyze all the reports related to the implementation of the Second Partial Agreement in social matters;

b. Receive and analyze the status of execution and the technical, legal and financial documentation, related to the implementation of the Second Partial Agreement in social matters;

c. The Commission or its members may monitor and monitor the acts and activities related to the implementation of the Second Partial Agreement in social matters, and obtain information on the respective procedures. For this purpose, the MDN will issue corresponding credentials;

d. Have access to the monitoring portals with updated information on all the processes derived from the Second Partial Agreement in social matters;

and. Inform the MDN about the execution of the Second Partial Agreement in social matters, as well as the development of all the processes executed or to be executed in relation to its implementation;

F. Make observations, alerts and recommendations to the MDN for the improvement and optimization of the implementation of the Second Partial Agreement in social matters when they deem it appropriate;

g. Alert the MDN in case of detecting or becoming aware of irregularities in the implementation of the Second Partial Agreement in social matters;

h. Submit a quarterly report to the MDN on all matters within its competence, without prejudice to making the observations, alerts or recommendations that it deems necessary at any time in accordance with the previous literal.

5. The Commission will have an operating budget derived from its annual work plan, approved by the MDN.

6. To promote participation in the implementation of the Second Partial Agreement in social matters and as part of the mechanisms agreed upon in the MOU, the MDN will create an Internet portal for the dissemination of information and reception of opinions from communities, social organizations , citizens and citizens.

7. The duration of the Commission will be the same time as the implementation of the Second Partial Agreement in social matters, including the administrative and financial closure processes. If the MDN ceases to function, either because it has fulfilled its purpose, or for any other reason, the Commission will not cease its functions until all the objectives of the Second Partial Agreement in social matters have been completed. Without prejudice to the fact that the MDN decides otherwise, in such a case THE PARTIES agree that their delegations will form a special working group that will replace the functions of the MDN in everything related to the execution of the Second.
