In the area of outsourcing, good functioning of NGOs
With 281 workers, to which are added those of the Mides Access Program and Uruguay Impulsa of the Executive Branch with the Congress of Mayors, the Outsourcing Area of the Departmental Executive has been working well.

In the case of this last Program, which ends on December 31, 137 beneficiaries who are dedicated to the beautification of the city’s public spaces are carrying out tasks.

“When we took office, there were 387 people in the NGOs because just on June 30 some contracts fell, and now we have 281” revealed. “We lost around 100 between resignations, some dismissals and others who became Municipal officials” he stated.
“We have been working well, beyond some situations that appeared and that were not within what we thought, even from the first moment when they called me the idea was to end the NGOs, in some way find a way to count on them more. When we entered, we found that the reality was different, which is a fairly important economic cost for the Municipality” held. “In my opinion they are necessary, in fact I found that most of the most complex work of the Municipality is done by NGO officials. I found a totally different panorama” he insisted.
“We have also encountered the human side of the people. The officials earn a nominal salary of $22,881, they collect just over $18,000 in hand” revealed Carlos Rodríguez.
Many of these workers have taken out loans from different institutions, which is why they charge 12 thousand pesos. “It’s not easy, there are very complicated situations” held.
ABOUT 100 NGO WORKERS TO MUNICIPALITIES
“In these 100 days of management, we have already transferred almost 100 officials from NGOs to municipal ones” confirmed to THE DIARY PROFESSIONAL.
“Thus, they increase their nominal salary from $22,881 to $32,000, that is $10,000 more than the increase in item 0, but in just over 100 days what many deserved and had been promised to them in some way 10 years ago was achieved” he stated.
“It’s not easy, you have to make the decision by carefully evaluating the functionality. We tried to ensure that they were people who were 10 years old or older, although there were exceptional cases of less than 10 years old because they were needed, others were in places that, since they are NGOs, they couldn’t be there” he explained.
To carry out this transfer from an NGO to the Municipality, the authorization of the official was needed. “We gave them all the information and then the decision was made by the official” he said during the live interview. “Only one official did not want to, it was understandable, she continued in the NGO, but we had to change her role” said Carlos Rodríguez, Head of Outsourcing of the Departmental Administration of Cerro Largo.
