US federal prosecutor proposes to “El Abusador” to plead guilty

SANTO DOMINGO.-The United States Federal Prosecutor’s Office in Puerto Rico made an offer to César Emilio Peralta, “El Abusador” to plead guilty to the drug trafficking charges against him.

According to the newspaper El Nuevo Día, on the neighboring island, the information was offered yesterday by federal prosecutor Max J. Pérez Bouret, during a virtual hearing before Judge Pedro Delgado.

“We have issued an offer for him to plead guilty. And that offer, given the magnitude of this case, is the offer that (Chief of the Federal Prosecutor’s Office) Stephen Muldrow has authorized in this case,” Pérez Bouret said.
According to the Puerto Rican media, it was striking that the offer was made at the same time that the Public Ministry reported that it had not completed the discovery of evidence.

The federal prosecutor explained that by May 27 it is expected to have completed the negotiations with the Federal Prosecutor’s Office in Florida “to ensure that the provisions in the two cases, in Puerto Rico and Miami, are addressed here in Puerto Rico.”

He explained that the first package of evidence delivered to Peralta’s defense consisted of recordings and reports produced mostly by the United States Drug Enforcement Agency (DEA).

The second package will consist of evidence supplied by the Federal Bureau of Investigation (FBI).

However, the prosecutor requested at least 20 more days to deliver it, since they are in the process of extracting data that could compromise investigation methods.

On his side, Peralta’s defense attorney, Joaquín Pérez, did not speak at the public hearing about the offer.
Accusation
César «El Abusador» was accused in Puerto Rico of conspiring to import heroin and cocaine, as well as the distribution of controlled substances, between 2007 and 2017, transporting them from the “Dominican Republic, Venezuela, Colombia and the Dutch Antilles”.

Although Peralta had been in the eye of the authorities since 2017, the pressure against him grew after he was linked to the attack on former Major League Baseball player David Ortiz.

However, months later, the authorities that investigated the incident confirmed that it was a mistake, since the executioners mistook him for another man.

Two months after the attack against Ortiz, on August 8, 2019, the authorities carried out a mega-operation, which included 500 officers to dismantle the drug trafficking and laundering network led by “El Abusador”.

Abuser pleaded not guilty
drug trafficking On December 23, 2021, César Emilio Peralta, alias César el Abusador, pleaded not guilty to drug trafficking charges before the federal court in Puerto Rico, one day after being extradited from Colombia.

Peralta was extradited to the neighboring island two years after his arrest, in December 2019, after being on the run for almost four months, after an arrest warrant was issued against him.

It is recalled that “El Abusador” was involved in the death of an inmate in La Picota prison, Bogotá.
In March, former Boston Police Commissioner Ed Davis revealed that the attack on David Ortiz was ordered by César Emilio Peralta, “El Abusador.”
