Bustillo spoke this Monday, September 26, at the 77th General Assembly of the United Nations (UN), which takes place in New York.

In his speech, the foreign minister reaffirmed Uruguay’s commitment to the environment, in the fight against drug trafficking, the end of the war between Ukraine and Russia, disarmament and defended democracy as a system of government.

“The military invasion of Ukraine by the Russian Federation is unjustifiable,” Bustillo said.

He added that Uruguay “condemned it in the strongest terms, as a clear violation of the principles on which the UN was built, and that must be respected by all its members.”

“It is imperative that the Russian Federation cease hostilities and withdraw as soon as possible from the Ukrainian territory,” demanded the Secretary of State.

He also stated that the parties in conflict must make an effort to return to a negotiating table and resolve their differences peacefully.

Bustillo affirmed that the negative effects of the armed conflict are felt in multiple aspects of the international reality, and weigh more and more on the daily lives of millions of people.

“The impact on international trade feeds the recessive tendencies of many countries,” he said, adding that the deficit of agricultural products seriously affects less developed countries; and the lack of action on world markets generates food insecurity in various regions of the world, in addition to energy shortages, and threats to the environment”.

Paris Agreement

He indicated that, although the results did not meet all the expectations generated, at COP 26 Glasgow, held in November 2021, some auspicious points were reached. Furthermore, “it became clear that countries have not given up on the goal of limiting global warming to 1.5 degrees Celsius, above pre-industrial levels.”

On the other hand, Bustillo renewed Uruguay’s support for the Paris Agreement, and its firm commitment to its specific goals. He considered essential the “strengthening of the multilateral system”.

The Foreign Minister of the Republic considered that the international community faces three challenges of great magnitude, such as: “international peace and security, the environment and global health.”

He said that peace in the world is inconceivable if there are no serious and firm commitments on the part of the international community in terms of disarmament, and reiterated Uruguay’s commitment and cooperation in the fight against organized crime.
