URGENT: Emergency declaration announced in Lima

In the next few hours a state of emergency will be declared in Metropolitan Lima. This was announced by the president of the Council of Ministers, Ernesto Alvarez.

In a press conference held on the night of this Thursday, October 16, the premier pointed out that this measure seeks to address the increase in crime and will not be superficial or a salute to the flag.

He stated that it will be accompanied by a package of “concrete and effective” actions to restore security to the population. When asked if the measures will include a curfew, he said that he does not rule out this possibility.

“We are going to announce the government’s decision to declare at least Metropolitan Lima an emergency, but this, unlike other occasions, cannot simply be an ethereal, subjective declaration that does not serve the common citizen. It has to be accompanied by a package of concrete and effective measures.”

“The president has entrusted us with preparing a package of measures and submitting it to technical debate in the shortest possible time. For this reason, the ministers are in permanent session until we have this package of measures and can meet to declare Lima an emergency, but with content, with truth,” he said.

The Chief of Staff also assured that: “Here no one covers up for anyone, here no one is going to try to take insubstantial measures.”

THE POLICE WAS ORDERED NOT TO USE WEAPONS

For his part, the Minister of the Interior, Vicente Tiburcio, assured that the Police were ordered not to use weapons during the protest that ended with the murder of Eduardo Ruiz.

“The Police, according to the provisions that were given, have had to go out to carry out accompaniment work, without the use of firearms,” ​​he said.

“We have had an intervention staff in case of flagrante delicto. We have carried out all the planning, but yesterday this event occurred, definitely isolated from all the planning that was done to accompany, to ensure the integrity of the citizens,” he began.

“In the afternoon, I learned that they had identified the non-commissioned officer who used his firearm, belonging to the Dirincri Kidnapping Unit. The investigative procedures have been immediately carried out and the arrest has been reported and is being carried out under the direction of the Public Ministry,” he explained.

“Here we are going to take measures that have to be well understood in the internal part of our Police. When the provisions are given and there is planning, they have to be complied with. Responsibilities are being established in the high command also who have had command. I would not want to advance judgment,” he emphasized.

PENSION FOR DAUGHTER OF KILLED SINGER

At another time, the Minister of Justice announced that the initiative to financially support the daughter of the murdered singer was approved in a session of the Council of Ministers.

“The issuance of a ministerial resolution has been approved that creates a multi-sector working group that will be in charge of a proposal for an Emergency Decree to provide financial support to the family of the deceased and also to the injured.”

On the other hand, he pointed out that the right to defense is guaranteed, both for the protesters and the injured.
